Languages for social cohesion: Language education in a multilingual and
multicultural Europe (02/12/2009)
The ECML�s �Languages for social cohesion� programme (2004-2007)
involved approximately 4500 language professionals from Europe and
beyond. This publication focuses on key developments in language
education promoted through the work of the European Centre for Modern
Languages of the Council of Europe (ECML). It serves three main
functions. Firstly, it summarises the ECML�s contributions to fostering
linguistic and cultural diversity in European societies. Secondly, it
contains the proceedings of the ECML Conference, held in September 2007
at the University of Graz, to communicate the results of this programme
to the wider public. Thirdly, it provides a preview of the projects
which comprise the next programme of the ECML (2008-2011): �Empowering
language professionals: competences � networks � impact � quality�. In
this way the publication both provides an overview of current issues and
trends in European language teaching and indicates perspectives for the
future.

Racism on the Internet (19/01/2010)
Racism was a pressing social problem long before the emergence of the
digital age. The advancement of digital communication technologies such
as the Internet has, however, added a new dimension to this problem by
providing individuals and organisations with modern and powerful means
to propagate racism and xenophobia. The use of the Internet as an
instrument for the widespread dissemination of racist content is
assessed in detail by the author. The problem of racist content on the

The European Commission against Racism and Intolerance (ECRI) - Its
first 15 years (14/12/2009)
This book provides a detailed assessment of the first 15 years of the
European Commission against Racism and Intolerance. ECRI�s terms of
reference deriving from the Vienna Plan of Action were to �review member
States� legislation, policies and other measures to combat racism,
xenophobia, antisemitism and intolerance, and their effectiveness� and
�propose further action at local, national and European level�. This
book examines how ECRI has developed and fulfilled this mandate. It
begins by looking at ECRI�s foundational years, which were pivotal to
its future character, approach, working methods and activities. It then
describes and closely examines the evolution of the three main prongs of
ECRI�s work programme � country-by-country work, general themes and
relations with civil society. Through this assessment, the author
reveals the detailed, far-reaching and progressive body of jurisprudence
that ECRI has produced � constituting a useful road map for actors
seeking to address problems of racism and discrimination. The work also

Janusz Korczak: The Child�s Right to Respect - Lectures on today�s

Janusz Korczak, whose original name was Henryk Goldszmit, is seen as the
father of the very idea that children also have rights - human rights.
His thinking had a profound impact on the drafting of the UN Convention
on the Rights of the Child and continue to influence the child-friendly
programmes of the Council of Europe. Korczak?s message was about respect
for children, respect for their inherent value as human beings but also
for their capacity and competence. Though continuously practicing as a
medical doctor and assisting in orphanages, he was also a writer. His
essay "The Child's Right to Respect" in which he analyses the role of
adults and the place of children in society is published in this volume.
Korczak's vision about children's rights is still relevant. What can we
learn from his ideas when tackling today's problems? Five children�s
rights activists analysed current problems in the spirit of Korczak.

How all teachers can support citizenship and human rights education: a

This publication sets out the core competences needed by teachers to put
democratic citizenship and human rights into practice in the classroom,
throughout the school and in the wider community. It is intended for all
teachers - not only specialists but teachers in all subject areas - and

presented and grouped into four clusters. Each cluster of competences

The aim of the Council of Europe's youth policy is to provide young
people � girls and boys, young women and young men � with equal
opportunities and experience which will enable them to develop the
knowledge, skills and competencies to play a full part in all aspects of
society. The programme of activities aims at associating young people,
through governmental and non-governmental youth partners, with the aims
and priorities of the youth policy of the Council of Europe. The
participants in the education and training activities are multipliers
who, within their youth organisations or institutions, are involved in
training other young people and/or in designing activities and
programmes that put into practice the values, standards and objectives
that preside over the youth policy of the Council of Europe. The use of
non-formal learning principles is combined with experiential learning
approaches, the most apt at making the learning experiences meaningful
and relevant. Activities are implemented in accordance with quality
standards agreed with partners of and participants in the activities.
The quality of these activities depends, to a large extent, on the
competences and abilities of the facilitators of these educational
processes, many of whom are volunteers within youth and community
organisations. This manual was developed in order to support them in
that role, particularly when they are part of the educational teams of
study sessions at the European Youth Centre. The manual provides
essential information and practical tips for all who are involved in
planning and delivering non-formal education intercultural activities on
an occasional basis. This manual is part of the endeavor of the Council
of Europe's youth sector to support and develop the quality of
non-formal education activities across Europe and, in doing so,
contribute to further their recognition.

European Rules for juvenile offenders subject to sanctions or measures

This book deals with the rules that are in force in Europe for juvenile
offenders. The aim of the rules is to uphold the rights and safety of
juvenile offenders subject to sanctions or measures and to promote their
physical, mental and social well-being when subject to community
sanctions or measures, or any form of deprivation of liberty. It is
based on Recommendation Rec(2008)11 of the Committee of Ministers of the
Council of Europe on the European Rules for juvenile offenders subject
to sanctions or measures, which was adopted on 5 November 2008. The
first part of the book contains the text of the recommendation and is
followed by a commentary which explains in finer detail the rules and
the points raised by the text. The final section provides an analysis of
the national replies to a questionnaire related to the treatment of
juvenile offenders. This work will be of interest to human rights
scholars, researchers and students of law, criminology and international
relations.

20 years of combating torture - 19th General Report of the European
Committee for the Prevention of Torture and Inhuman or Degrading

During the 20 years of its existence, the CPT (European Committee for
the Prevention of Torture) has carried out some 270 visits to detention
places in 47 European States. In its 19th General Report the CPT looks
back over two decades of combating torture and ill-treatment in Europe.
It discusses the achievements to date � the concrete improvements
brought about and the standards developed � as well as the challenges
which lie ahead. The report gives a detailed snapshot of the CPT�s
activities over the last twelve months. Highlights from recently
published visit reports and government responses are also provided; they
offer an insight into some of the major issues with which the Committee
is confronted during its work and the approaches of States to address
them. A specific section describes the safeguards that should be offered
to irregular migrants deprived of their liberty, with a special emphasis
on the situation of children. The report will be of interest to all
those who are concerned by the treatment of persons deprived of their
liberty, whether in prisons, juvenile detention centres, police

Gender mainstreaming in education - Recommendation CM/Rec(2007)13 and

Over the last century, significant progress has been made in terms of
gender equality in Europe. Great disparities persist in our societies,
however, between girls and boys, women and men, preventing the full
enjoyment of the fundamental human right for all to participate fully,
as equal partners, in all aspects of life. The Committee of Ministers of
the Council of Europe is convinced that the most effective way to
promote gender equality is through education. This is why it adopted
Recommendation CM/Rec(2007)13 on gender mainstreaming in education, in
2007. This recommendation encourages the governments of member states to
incorporate the gender perspective at all levels of the educational
system - through legislation and in practice - so as to promote among
young people the values of justice and participation necessary for the
building of a society which guarantees true gender equality, both in the
private and the public spheres.
