The Research Directorate-General of the European Commission has recently
approved a Specific Targeted Project under the Social Sciences and
Humanities area of the Sixth Framework Programme to be co-ordinated by
the European Academy of Bolzano (EURAC) in Italy. The Project "Human and
Minority Rights in the Life Cycle of Ethnic Conflicts (MIRICO)" is a
collaborative research effort which will analyze the status that human
and minority rights did and do have in all phases of ethnic conflicts,
including re-construction and reconciliation. Taking the Western Balkans
as a case study, the aim of MIRICO is to develop a specific European
concept of �Unity in Diversity� by providing conceptual frameworks and
legal instruments which are balancing individual human rights and
minority related group rights for the underlying problem of how to
accommodate ethnic and cultural diversity in the necessary process of a
re-construction of functioning states and civil and multi-ethnic
societies. An important component will study the development of the EU's
foreign policy and its shift from re-active crisis management to
regional stabilisation and association. The latter will be evaluated in
the context of the EU's current Neighbourhood Policy and the requirement
to be able to react before new conflicts erupt.
MIRICO is based in EURAC's Institute for Minority Rights (IMR) and is
under the scientific leadership of IMR Director, Prof. Joseph Mark
(University of Graz). Collaborators include University of Graz,
University of Frankfurt, University of Cologne, the Institute for Ethnic
Studies, Ljubljana, London School of Economics, University of Bath,
Belgrade Centre for Human Rights, University of Pristina, and the
University of Sarajevo. Disciplines range from political science and law
to philosophy and sociology. MIRICO will seek to work with Science &
Society and is expected to yield important policy recommendations to the
European Union.

The European Academy of Bolzano is an innovative institute for research
and scientific training in South Tyrol. Founded in 1992 as private
institution, the EURAC is divided in nine research institutes whose
activities are primarily concentrated in five fields: Applied
Linguistics, Minorities and Autonomies, Sustainable Development,
Management and Corporate Culture as well as Life Science.
The Institute for Minority Rights is dedicated to research on issues
related to the protection of minorities, and South Tyrol's Autonomy is
compared with the situation of minorities in other European countries,
providing the basis for our comprehensive research, consultation and
training activity.
