LAW ON ETHNIC MINORITIES IN ROMANIA LIKELY TO BE ADOPTED NEXT YEAR

Parliamentary representatives of ethnic minorities in Romania intend to
initiate a bill for ethnic minorities. Although several laws already
exist, no basic law on minorities has been voted for so far. Some still
hope that the bill will be enacted this year, although 2005 seems more
probable, as 2004 is election year.
NEW CHAIR OF LANGUAGE BOARD WANTS EVERYONE IN WALES TO USE THE LANGUAGE
WITHIN TEN YEARS

The newly appointed chair of the Welsh Language Board wants everybody in
Wales within ten years to "see the language as belonging to them and
that they can use the language to some extent". But there is some doubt
about the future of the Board, as the Assembly Government has announced
plans to scrap three public bodies and to absorb them within the civil
service.
RUSYN DIVISION AT SLOVAKIAN UNIVERSITY FACES OBSTACLES

Leading Slavists and scholars worldwide have sent a letter addressed to
Prof. Ph. Dr. Frantisek Mihina, the new rector of the Presov University
in Slovakia, expressing their concern on the fragile status of the
Division of Rusyn Language and Culture within the Institute Nationality
Studies and Foreign Languages.
NEW CZECH PRIME MINISTER MAY GET MINORITY PORTFOLIO

The new Prime Minister of the Czech Republic, Mr Stanislav Gross, is
likely to take on the portfolio of "Ethnic Minorities, Romany Affairs
and Human Rights" that was previously the responsibility of the Deputy
Prime Minister.
MALTESE LANGUAGE ACT PASSED AMID SIGNS OF ERODING USAGE

Last month the Malta House of Representatives approved legislation to
create a framework "to promote the national language and provide the
necessary means to achieve this aim". According to recent government
studies, the law comes none too soon to help bolster the language of one
the smallest EU member states.
