5th MMCP DIVERSITY MANAGEMNET TRAINING JAMBOREE
The Managing Multiethnic Communities Program of LGI invites applications
for its 2009 Training Jamboree. Applicants may apply to attend one of
three modules:
1: Ethnic Diversity and Conflict Management
2: Global and Regional Minority Protection Norms in Local Governance
3: Inter-cultural Skills in Local Government

OVERVIEW
Every year, LGI's Managing Multiethnic Communities Program
<http://lgi.osi.hu/documents.php?id=28> organizes a major training event
that brings together 50-70 trainers, experts, activists, and
practitioners to exchange and discuss about diversity issues.
These Diversity Management Training Jamborees offer exceptional
opportunities to combine capacity building,experiential learning, as
well as building professional networks at individual and institutional
level.
The five-day Jamboree program is centered around parallel training
workshops led by internationally recognized diversity experts and
trainers. The workshops are based on a methodology developed for target
audiences to improve the efficiency and impact of their work in
ethnically and socially diverse communities.
MMCP's network of Jamboree alumni has grown to over 200 active
individuals since the first Jamboree in2006. By joining the MMCP alumni
network, participants benefit from contintuous mentoring, collaborative
project development, access to resources, and other opportunities.

GOALS AND OBJECTIVES OF THE THREE MODULES
Workshop 1
Ethnic Diversity and Conflict Management
Goals
(1) Increase participants' knowledge and skills in analyzing conflict
situations in ethnically diverse communities; and
(2)analyze the relevance of these conflict situations in the context of
local governments and enable participants to choose appropriate
interventions to address them in a constructive way in order to prevent
violence
Specific objectives
Participants will:
- Deepen understanding and knowledge of the basic concepts of diversity
management including diversity, ethnicity, identity, stereotypes and
prejudices
- Improve understanding of the basic concepts of conflict management
including conflict management styles, conflict outcomes, conflict
causes, conflict stages and conflict management strategies
- Deepen knowledge and enhance skills in analyzing conflict situations
in multi-ethnic communities
- Improve knowledge and skills in using conflict management strategies
in inter-ethnic conflicts, such as enhanced communication, interest
based negotiation and multi-party mediation
- Develop Action Plans that apply the improved understanding and skills
in domestic situations
Workshop 2
Global and Regional Minority Protection Norms in Local Governance
Goals
(1)develop an understanding of the ways universal and regional minority
protection norms regulate and channel local policy-making in order to
secure recognition and redistribution for vulnerable ethnic, linguistic
and religious groups;
(2) acquire competence and skills for the application of minority rights
norms to concrete cases of local governance
Specific objectives
- develop an understanding of the concepts of ethnic identity and
equality and their implications for policy-making
- debate and understand international minority protection standards as
an integral part of human rights
- develop an understanding of the implications of human and minority
rights for local governance and the ways in which norms impact on and
regulate local policy processes and choices
- identify the interface of international minority protection standards
and local policy-formulation and discuss the major approaches to
implementing minority rights locally
- discuss concrete cases of local implementation of minority protection
norms
- develop an understanding of the local (and international) conditions
necessary for the effective implementation of human and minority rights.
Workshop 3
Inter-cultural Skills in Local Government
Goals
(1)Define the specific characteristics of inter-ethnic encounters and
identify the role of local government in acknowledging them;
(2)Increase participants' inter-cultural awareness as well as
skills,capacity and knowledge relevant in local governments operating in
ethnically diverse communities.
Specific objectives
- learn and experience the influence of ethnic, cultural and social
identity on everyday functioning in diverse communities
- identify the specific needs and interests of participants of
inter-ethnic and inter-cultural encounters
- acknowledge the social and psychological mechanisms facilitating and
hampering inter-cultural encounters including ethnocentrism,
stereotyping,exclusion versus inter-cultural awareness, relativism and
principles of inclusiveness
- experience the situation of exclusion in order to apply inclusive
practices based on inter-cultural skills
- identify the relevance of diversity management in all areas of local
government operations and the role of public institutions in integrating
diverse communities
- develop and improve the practical inter-cultural competences and
skills in concrete areas of local governance and increase personal
potentials in developing inter-culturally sensitive local governance
TRAINERS' BIOS
Bego Begu
Bego Begu is a Coordinator of the Public Administration / Local
Government and European Programs at the Foundation Open Society �
Representative Office in Montenegro. Prior to this, he was a manager of
the EU funded project aimed at strengthening the capacities of the
Association of Municipalities of Montenegro. For nine years before this,
he was an advisor for economic development and environmental protection
as well as advisor to the mayor in the municipality of Tivat. He holds
an M.A.in Applied Conflict Transformation Studies, and is a certified
trainer in the fields of interpersonal communication, inter-group
communication, and conflict transformation. Over the last nine years,he
has delivered trainings in the mentioned fields at a large number of
workshops and trainings in Montenegro and the region, aimed at
strengthening the capacities of public (and local) administration' civil
servants and NGO activists. He is a co-author of series of Handbooks for
Civil Servants within the EU funded project where he covered the areas
of communications between civil servants and citizens, conflict
management, negotiation's skills, public relations and time management.
Anna-Maria Biro
Anna-Maria Biro, currently based in Dublin, was the head of the Budapest
Co-ordination Office of Minority Rights Group International
(MRG),1996-2004. She worked as Advisor on Minority Affairs of the OSCE
Mission in Kosovo and advisor on international relations to the
President of the Democratic Alliance of Hungarians in Romania. She holds
an M.Sc. in Public Administration and Public Policy from the London
School of Economics and she is currently a doctoral candidate at the
Institute of Political Sciences of the Faculty of Law, University of
Sciences (ELTE), Budapest. She trained regularly in MRG's training
preceding the UN Working Group on Minorities for indigenous peoples and
minorities, trainings on the Framework Convention for the Protection of
National Minorities in SEE, the UNITAR training on conflict resolution
for indigenous people and minorities in Geneva, the United Nations
University Master course on conflict resolution for Central Asia, MRG's
advocacy training for Roma in SEE and the Robert Schuman Institute's
training for young politicians in SEE. Anna-Maria is a core trainer of
MMCP since 2000.
Among others, Anna-Maria is co-editor of Diversity in Action: Local
Public Management of Multi-ethnic Communities in CEE (LGI, 2001) and
co-author of Minority Rights Advocacy in the European Union: A Guide for
NGOs in South-East Europe (MRG, London, 2006).
Dominika Cieslikowska
Dominika Cieslikowska is a psychologist, trainer and consultant
specializing in cross-cultural psychology. She co-operates with higher
education institutions, nongovernmental organizations as well as
institutions in the public and business sector as a diversity and gender
expert.. She has cooperated with different universities in Poland and
abroad(Hungary, Sweden, Turkey) as an academic teacher and a junior
researcher. She is mainly focused on issues of ethno-cultural identity
as well gender and has been involved in local and international
initiatives promoting ethnic equality, anti discrimination policies and
gender mainstreaming. She supports immigrants to adapt to Polish society
and works with staff of Polish administration on diversity management.
Since 2006, she has been involved in research projects and trainings in
Kosovo and Georgia. She is an author of academic and non-academic
publications about diversity and cross-cultural issues:communication,
acculturation, cross-cultural differences. She is an alumni of previous
LGI MMCP Jamboree Trainings and ToT in ethnic diversity issues (conflict
resolution, public service delivery, power sharing and public policy
making as well as minority rights).
Katalin Pallai
Katalin Pallai is an independent expert of urban policy with 18 years of
field experience. During these years she assisted various governments,
local governments and international organizations in elaborating policy
concepts and strategies. Her professional focus is on governance and
strategy, and her major interest is in the process of policy making and
strategy drafting. Ms Pallai lead experts of different policy and
development strategies, has lead the work of large groups of experts
from various fields. Her key expertise is the coordination of the work
on different stakeholders and experts from different fields of
expertise, and developing synthesis and integrated strategies. During
the last 10 years, Ms Pallai, designed and directed many executive
training and university courses on urban strategy and management.. She
is also invited to lecture on topics related to local government
policies in various parts of the World and has also published books and
numerous articles on urban strategies and management, on
decentralization and local government reforms. Katalin Pallai has PhD in
Political Science, MA in Public Policy and M.Sc. in Architecture and

Ana Vasilache
Ana Vasilache is Founder and Executive Director of Partners Foundation
for Local Development � FPDL, a Romanian NGO operating since 1994, to
enhance the democratic processes of governance, through capacity
building of public administration and civil society representatives in
Romania and CEE/SEE region. Architect and urban planner by
background,Ana Vasilache has extensive experience as international
trainer and consultant, working in many countries of Central, Eastern
and Southeastern Europe, South Asia, East and West Africa. She has
initiated and is currently managing the Regional Program "Working
Together" a capacity building program in governance and local leadership
for CEE/SEE countries, supported by LGI, designing and conducting
Training of Trainers/Facilitators programs for participants from more
than 40 countries. She is the author of the training manual"Ethnic
Diversity and Conflict Management" elaborated for MMCP, as well as other
manuals, guides, brochures and studies in the fields of urban
management, strategic planning, change management in
organizations,negotiation and interpersonal communication. Ana Vasilache
received the prestigious award, Habitat Scroll of Honor 2000, for her
dedication in improving urban governance in Romania and Central and
Eastern Europe.
IMPORTANT!
1.All participants should arrive in Budapest on December 9, 2009 and
depart on December 15, 2009. The program starts with an opening dinner
on December 9 at 7.00 PM. The first training session starts on
December10 at 9.00 AM. The last training session will finish at 3.30 PM
on December 14. The certification and closing ceremony will take place
at the closing dinner from 7 PM on December 14, 2009.
2. Accepted candidates should confirm their participation within 7 days

3. LGI is not able to re-fund any costs of those participants who did
not obtain their visa in time or who do not show up at the training for
other unforeseen reasons.
4. All selected participants who need a Hungarian visa are expected to
start to arrange their visa immediately after receiving notification.
Visa process may take up to 6weeks from certain countries. Any delay in
submitting a visa request may prevent a participant from receiving
his/her visa in time.
5. LGI-funded participants missing more than 2 training session will not
be eligible for travel cost reimbursement
6. Participants missing more than 3 training sessions will not be
eligible for the end-of-course certificate of MMCP
7. Only complete applications will be considered in the selection
process
8. Late submissions will not be considered in the selection process.
9.Cancellation policy: Any last minute voluntary cancellation within
three weeks from the start date will be sanctioned by rejection of any
further applications by said applicant. Vis major should be documented.
10. The applicant states that all information in the application is
true.
ABOUT LGI AND MMCP
The Local Government and Public Service Reform Initiative (LGI) was
launched in January 1997 by the Board of the Open Society Institute
Budapest. The primary mission of LGI is to foster such
cross-bordercooperation and to support and disseminate throughout the
region potentially important policy studies which have significant
impact on policy reform.
LGI's Managing Multiethnic Communities Program(MMCP) is an in-house
initiative that promotes policy good governance in multiethnic
communities through research based advocacy, training,and

diversity management, and strives to develop information and expert
