National minorities. An abstract term which evokes the complex realities
of those persons who, because of history, have a specific background and
identity. With this book, we are here immersed in the heart of the
diversity of our societies and their intermingling of populations. The
exhibition �National Minorities, Breath of Diversity, Breath of Europe�
was conceived in the framework of the 10th anniversary of the Framework
Convention for the Protection of National Minorities. This series of
photos was taken in Vojvodina, a Serbian multiethnic region. It brings
us closer to the people we refer to under the name of �national
minorities� and it presents us with the reflection minorities themselves
have on issues that have been codified in the Council of Europe�s
Framework Convention. These are issues of identity, equality, education,
participation, culture and media. They also evoke the concept of �living
together�.

Legal instruments for combating racism on the Internet (21/04/2009)
Various national and international legal instruments punish hate speech.
However, the specific nature of the Internet calls for the adoption of
new strategies to combat hate speech promoting racism and violence,
which is widely and swiftly disseminated on the web. As the Internet
ignores territories and has no boundaries, states cannot control it
effectively by unilateral national regulation: so what is needed is
increased international co-operation. Efforts to harmonise national
legislation - including the Additional Protocol to the Council of Europe
Convention on Cybercrime - have come up against a series of
difficulties. One of these is the fact that there is no universally
accepted definition of the illegal nature of racist speech, which can be
protected by the right to freedom of expression. This book describes the
situation in ten Council of Europe member and observer, states and
discusses the problems faced and solutions introduced by these countries
and by European and international organisations and civil society.

Dimension of religions and non-religious convictions within
intercultural education � Recommendation CM/Rec(2008)12 and explanatory
memorandum (15/06/2009)
This policy recommendation defines the perspective from which religions
and non-religious convictions are to be taken into account in a
framework of intercultural education, while setting out a number of
principles, objectives and teaching and learning methods. It was adopted
by the Committee of Ministers of the Council of Europe on 10 December
2008 as the final outcome of the project carried out by the Steering
Committee for Education on the New Challenge of Intercultural Education:
Religious Diversity and Dialogue in Europe (2002-2005). It can be used
as a reference by policy makers, curricula designers, trainers and
teachers in their everyday work to develop competences for intercultural
dialogue and to remove obstacles that prevent appropriate treatment of
the diversity of religions and non-religious convictions in school
settings.

Intercultural dialogue on Campus (Council of Europe higher education

Modern societies are inconceivable as isolated and mono-cultural
entities. The interaction of various cultures is not only a fact of life
for most Europeans, it also enriches our societies. However, we also
witness tensions between cultures. Intercultural dialogue is therefore
one of the political priorities of the Council of Europe, as shown most
prominently by the adoption of the White Paper "Living Together as
Equals in Dignity" in May 2008. Higher education, by its history and
contemporary practice, is a natural partner in and promoter of
intercultural dia�logue and understanding. Higher education institutions
and campuses are themselves multicultural societies, and as such are the
focus of the present volume. A second volume will examine the role of
higher education in furthering intercultural dialogue and understanding
in broader society.

Reforming the European Convention on Human Rights: A work in progress

The European ministerial conference on human rights, meeting in Rome on
the 50th anniversary of the Convention for the Protection of Human
Rights and Fundamental Freedoms, emphasised two crucial elements: - the
responsibility of member states, Parties to the Convention, to ensure
constantly that their law and practice conform to the Convention and to
execute the judgments of the European Court of Human Rights; - that
urgent measures be taken to assist the Court in carrying out its
functions, given the ever increasing number of applications. An in-depth
reflection should be started as soon as possible on the various
possibilities and options with a view to ensuring the effectiveness of
the Court in the light of this new situation. The Rome conference has
sparked intensive work. Ever since January 2001, the intergovernmental
co-operation activities of the Steering Committee for Human Rights
(CDDH) of the Council of Europe have concentrated on developing
normative instruments, of which the most important has been Protocol No.
14 to the Convention. This work has benefited greatly from high-level
debates during a series of round-table discussions, within working
groups and at seminars organised mainly by the successive presidencies
of the Committee of Ministers. The present volume contains a record of
this work.

Armed forces and security services: what democratic controls?

How all teachers can support citizenship and human rights education: a

This publication sets out the core competences needed by teachers to put
democratic citizenship and human rights into practice in the classroom,
throughout the school and in the wider community. It is intended for all

Eradicating violence against children - Council of Europe actions

In spite of a high level of social awareness in Europe, millions of its
children are still subjected to violence. Children�s rights are violated
on a daily basis in all European countries. Corporal punishment, sexual
abuse, the exploitation of children and other similar violations are
only now emerging into the public eye. While some progress has been
made, it is far too slow and timid. Elaborately organised networks in
human trafficking, online child pornography and sexual violence behind
what should be the safe doors of the home still prevent Europe from
fully guaranteeing children�s human rights. The Council of Europe
promotes and secures children�s human rights through developing
standards and policies, monitoring countries� compliance with norms, and
launching awareness-raising actions. It also assists countries to
develop comprehensive strategies addressing all forms of violence
against children. This book references the Council of Europe�s work in
this field and provides insights into the processes that have led to its
many conventions, recommendations, decisions, programmes, reports and
publications.

Kit - Raise your hand against smacking (26/06/2009)
"Raise your hand against smacking!" is a Council of Europe campaign
launched in June 2008 to eliminate corporal punishment of children. This
kit will facilitate campaign activities throughout Europe. It contains a
mix of publications addressed to different target audiences. These shed
light on the thorny issue of corporal punishment by defining it, provide
a historical overview Council of Europe and United Nations efforts to
eradicate it and debunk some of the myths that have sustained the
existence and "legitimacy" of violent discipline. They also offer
parents alternatives to violence in the form of positive parenting and
outline the three approaches needed to successfully challenge corporal
punishment - awareness raising, legal reform and policy reform. The kit
also contains examples of some of our promotional material - postcards,
posters, calendars and a handy e-card, with audio-visual material,
including a slide-show presentation and Handscape, a television spot by
Saatchi & Saatchi-London, in both a Mac and PC version. The kit will be
particularly useful for those wanting to start awareness-raising action
at national, regional or local level. It can be used by governments,
parliaments, NGOs, ombudspersons, social workers, trainers and teachers
throughout Europe.
