PGF Program Coordinator � Program Generation Facility (PGF)
under the �Making the Most of EU Funding for Roma� Initiative 

The Open Society Institute (OSI) is a private operating and grantmaking
foundation created in 1993 by investor and philanthropist George Soros.
OSI aims to shape public policy to promote democratic governance, human
rights, and economic, legal, and social reform. The Roma Initiatives
Offices (RIO) provides guidance and coordination to all aspects of
network programming and grantmaking activity related to Roma
beneficiaries, including work undertaken by network programs and
national foundations.  

Position Summary: Responsible for the smooth technical, logistical and
administrative support for the work of the PGF Senior Program Manager
and the PGF Board during the PGF program implementation.

Duties include: 

� Provides administrative and operative support to PGF Manager

� Coordinating the work of PGF network

� Collecting information from Decade Secretariat and PGF National
Partners anchors and other sources; disseminate them through Internet
and other means of communication.

� Maintaining a complete roster of beneficiaries and communities
benefiting from PGF; foster professional relationship and cooperation
with PGF National Partners, donor institutions and associations. 

� Managing the design and implementation of a PGF Website under OSI.

� Monitor PGF contracts and expenditures and affiliated administrative
processes, i.e. project coding, database requirements, etc.

� Prepares grant and contract payments according to the OSI procurement
policy requirements

� Coordinates the PGF National Partners� auditing process.

� Provides logistical support to PGF Board meetings and the affiliated
advance preparations

� Filing and other secretarial assistance to the PGF manger

� Managing the agenda of PGF manager

� Taking minutes of meetings

� Drafting letters and communications as requested by the PGF manager

� Undertaking web searches and providing information to the PGF Board
and manager

 
Qualifications & skills:

� Educated to college level

� Understanding of EU programming and funding

� Understanding and high level commitment to Roma inclusion and social
justice based development

� Experience in working with Roma communities

� Thorough understanding of OSI mission and the Decade of Roma Inclusion

� Excellent English oral and written communication skills

� Proficiency in Romani language and/or other languages spoken in target
countries

� Full computer literate

� Ability to work independently

� Good drafting skills for formal communication 

� Outstanding organizational and time management skills

� Strong ability in communicating in a professional and diplomatic
manner

� Good team player

� Readiness to work under pressure while maintaining a positive attitude

Position Summary: Responsible for the development, management and
monitoring of the PGF in 5 target countries with full technical and
professional responsibility for the PGF program implementation.

Duties include: 

� Building a network of PGFs in all the five target countries and
cooperate their work (announcing calls for tenders, applying a system of
selecting National Partners)

� Coordinating the work of PGF and the National Partners (organizes and
assists the National Partners in the performance of their duties to
collect, process and disseminate information from governments and
supporting institutions)

� Collecting information from Decade Secretariat and PGFs anchors and
other sources; disseminate them through Internet and other means of
communication.

� Supporting the development and implementation of other interventions
under the �Making the Most�� initiative and the work of the LGI Senior
Program Manager

� Reporting on program progress to LGI Senior Program Manager and the
PGF Board

� Overviews the design and implementation of a PGF Website under LGI.

� Representing and presenting PGF at conferences, workshops.

� Participating in preparing strategic reports and advocacy

� Preparing materials for and reporting at Board meetings.

� Follow up and monitoring of National Partners� deadlines (Board
decisions, audit and monitoring results)

� In conjunction with the PGF Board, development of strategic goals and
program budget 

� Overview PGF contracts and expenditures and affiliated administrative
processes, i.e. project coding, database requirements, etc.

� Oversees grant and contract payments according to OSI procurement
policy requirements

� Manage the national Partners� auditing process.

� Organize PGF Board meetings and the affiliated advance preparations

� Liaise with other interventions under the �Making the Most��
Initiative

� Reports to the PGF Board
 

Qualifications & skills:

� Educated to university level

� Good understanding of EU programming and funding

� Good understanding and high level commitment to Roma inclusion and
social justice based development

� Knowledge of EU funding mechanisms and the role of various European
and national, regional and local level institutions

� Good knowledge of challenges of Roma inclusion

� Excellent connection with Roma networks in target countries

� Experience in working with Roma communities

� Work experience with EU structural funds

� Experience in managing similar scaled projects

� Experience in drafting policy advocacy papers

� Strategic thinking and leadership capacity necessary to reconcile a
variety of interests and to forge a goal oriented partnership between
key implementing partners

� Thorough understanding of OSI mission and the Decade of Roma Inclusion

� Ability to organize and monitor program related activities and staff

� Ability to represent OSI in its relations, and consult with central
and local government bodies or officials

� Excellent English oral and written communication skills

� Proficiency in Romani language and/or other languages spoken in target
countries

� Full computer literate

� Ability to work independently

� Good team player

� Readiness to work under pressure while maintaining a positive attitude

� Willingness to travel in the region

Spolu International Foundation (www.spolu.nl) is a Dutch organisation
based in Utrecht, striving for equal opportunities for Roma in Central
and Eastern Europe, by contributing to the development of a grassroots
Roma movement. With more than twelve years of experience, Spolu is
internationally recognised for its expertise. 

Currently Spolu is supporting Roma organisations in Albania, Bulgaria,
Bosnia-H, Macedonia, Moldova, Romania, Slovakia, Serbia and Turkey that
aim to mobilise and empower grassroots Roma. Spolu and its partners
strengthen Roma leaders and organisations in creating bargaining power
and to raise their voice. Leaders are encouraged to unite in networks
and collaborative structures, from local up to the international level,
like the Roma Grassroots Organisations (ERGO) network, that lobbies for
Roma grassroots interests and recognition on European level. 

The Spolu IF team consists of 5 staff members and some freelancers that
work closely together. Currently we are looking for a: 

Programme Officer

Programme Officers, in close collaboration with Spolu�s partner
organisations, coordinate national and thematic programmes. They build
the professional capacity of partner organisations and they coach
partners to develop approaches that mobilise and empower grassroots
Roma. Spolu applies a process oriented and contextual approach: partner
organisations are enabled to design their own strategies and methods,
that address the specific issues in their region and area. A main policy
line is outsourcing to partner organisations, so equal partnerships will
be created, in which tasks and responsibilities are shared. 

The Programme Officer: 

� Coordinates the development and implementation of national programmes
in at least two countries (probably Moldova, Serbia and Romania)

� Coaches and advises partner organisations to design strategies and
approaches that effectively empower and mobilise Roma grassroots� 

� Builds professional capacity of partner organisations;

� Coaches and coordinates a regional youth programme, with activities in
and between different countries; 

� Follows and reacts on developments of Roma issues in the countries and
on thematic specialisations (youth);

� Contributes to strategic and methodological development of Spolu;

� Contributes to the popularisation of the work and impact of Spolu and
its partner organisations, by way of publications, articles and case
studies;

� Contributes to fundraising and other activities related to the
continuation of actions of Spolu and its partner organisations. 


Profile:

� At least three years experience with supporting partner organisations
and programme management;

� Experience with both development and implementation of strategies and
monitoring of progress and results;

� Knowledge of Roma field and/or CEE region;

� Knowledge of (European) youth movements;

� Goal driven, analytical and problem solving mind;

� Excellent oral and written communication skills in English language;

� Collegial and diplomatic attitude;

� Capacity to work within a team and to maintain good working relations
with partners in the field.
