There will be almost no ethnic minorities in the Parliament of Georgia
of 2008
Public Movement Multinational Georgia tried to identify ethnic
minorities' chances on passing to the Parliament by proportional lists.
As a basis was taken number and order of minorities on the lists
represented by political parties, as well as the voters' poll carried
out 11-12 May by the coalition of non governmental organizations "For
Transparent Elections", in accordance with which 33.99% of population
support Election Block "United Opposition", 31.56 % Ruling Party. On the
3-rd place comes Giorgi Targamadze's party "Christian Democrats" by
11.83%. Shalva Natelashvili's labor party deserves the confidence of
9.29 %. The 7.85 % of respondents expressed their preference for
Republican Party. As for the other political subject they do not even
approach the wining margin.
Given the results of the voters' poll and taking into consideration the
prescribed number for ethnic minority representatives in the election
list, it will appear, that in the future parliament by proportional
lists of the political parties, the country might have the only two
representatives of ethnic minorities in the legislative body and that
from the ruling party "United National Movement - for Successful
Georgia".
It is interesting how the regions with compact settlements of ethnic
minorities would react to the existing trend. It is no surprise that
these regions have traditionally played the crucial role in deciding the
elections outcome.

Multinational Georgia Summarizes Results of the Pre-election Monitoring
On May 16th, Public Movement "Multinational Georgia" (PMMG) announced
the results of the voters' survey carried out by the organization in the
regions of Samtskhe-Javakheti and Kvemo Kartli densely populated by
ethnic Armenians and Azeris in order to determine the conditions of the
pre-election preparation of the local residents.
The Experts of PMMG presented the data regarding the level of awareness
of the local population towards the programmes of the political parties
and blocks, frequently encountered mistakes and mass rumors about the
forthcoming parliamentary elections, as well as the quality of
informational provision of the voters regarding the electoral rules and
procedures. More attention has been devoted to the violations on the
part of the local authorities revealed during the two weeks monitoring
carried out by the organization's wide regional network of observers.
To this end Public Movement "Multinational Georgia" has devoted the
particular attention to the following issues:
A) The oppression of the political rivals on the part of the local
authorities (for instance: in the districts of Akhalkalaki, Marneuli and
Dmanisi);
B) The forced agitation among the teachers for gathering the group of
supporters for the ruling party among the high school teachers and
students;
C) The detained observer of the Public Movement "Multinational Georgia"
in Marneuli, who is still under custody.
At the same time PMMG underlined positive role of the CeC, whose scale
of the carried out electoral education is the highest one within 17
years since gaining independence. In particular, attention of PMMG
observers earned the immediate reaction of the CEC on inaccuracy of the
voters' list indicated by our organization, as well as the translation
of electoral documentations and electoral procedures into the
minorities' languages, and what is more important their unprecedented
large-scale dissemination through mass media and non-governmental sector
in the regions of minorities compact settlement. By the opinion of PMMG,
this concrete step carries not only technical, but also strategic
significance for it promotes the enhancement of expression of the civic
position among the representatives of ethnic minorities and supports
civil integration that naturally will eventually strengthen the
credentials of Georgia as the reliable state and partner in the
international arena.
The press-conference has also been attended by Mr. Dimitri Potekhin,
Chairman of the Analytical Center "European Strategy Group". Ukrainian
colleague shared his experience regarding the issues related to the
citizen's engagement in observing the electoral process and voters'
education, the process of parallel counting and the development of
operative reaction system to the possible electoral violations. Mr.
Dimitri Potekhin is invited by the "Public Movement Multinational
Georgia" within the framework of the project "Equal Opportunities for
Fair elections". In the Ukraine, in 2004 Mr. Dimitri Potekhin had been
the coordinator of the civic initiative "Know", the biggest company
educating and mobilizing voters.

"Multinational Georgia" summarizes results of the pre-election
monitoring
Today, on 13th May, Public Movement "Multinational Georgia" declared
they will be conducting a survey to determine the pre-election readiness
of population in Samtskhe-Javakheti and Kvemo Kartli regions, which are
compactly settled by ethnic Armenians and Azeris.
Issues addressed in the questionnaire will concern those topics which
had been pinpointed in the information received by the organization,
during two-weeks pre-election monitoring, in particular the awareness of
the population concerning the programmes of the political parties
participating in the elections, violations perpetrated on the part of
local administrations, as well as election procedures.
Except this within the framework of the project "Equal opportunities for
fair elections" carried out by the NGO "Multinational Georgia", Dmitry
Potekhin, an expert on involving citizens into the process of election
monitoring and educating observers, is coming to Georgia. He is the head
of analytical centre "A group of European Strategy", as well as being
the founder and coordinator of the citizens initiative on mobilization
and education of electors "I Know!". Mr. Potekhin will provide expert
support in regard to the process of Parallel Vote Tabulation (PVT),
being undertaken by "Multinational Georgia", as well as advising on
strategies to react to possible violations.
In view of what has been mentioned above, on Friday, 16th May, at 14:00
p.m., in the Hotel "Metekhi Sheraton Palas" (20 Telavi Str.) a
press-conference will be held.

British journalists join PMMG efforts to ensure free and fair elections
in Georgia
By special invitation Public Movement "Multinational Georgia" (PMMG)
will be joined on Thursday, 15th of May, by an independent documentary
film maker from the UK, who will be making a documentary about election
monitoring activities. She is a representative of a new initiative group
British Journalists in Support of Democracy in the Caucasus, which
includes journalists working for Cornwall based Atlantic FM radio
station, the British Press Association and the BBC, as well as aspiring
student journalists.
The interest of this next generation of journalists and film-makers in
election observation in Georgia is credit to the important role played
by monitors in promoting citizens' rights to equal participation in fair
elections.
As well as accompanying PMMG election observers during the forthcoming
Parliamentary elections, scheduled for 21st May 2008, the journalist
will be visiting community informational and media centres, which the
organization has recently established in the regions Kvemo Kartli,
Samstkhe-Javakheti, Kakheti and Shida Kartli. She will be seeing with
her own eyes how the promotion of civic awareness among national
minorities and increasing their access to information is realising
citizens' rights for equal participation in the election.
We would like to remind you that under the framework of the project
"Equal opportunities for fair elections", "Multinational Georgia" will
be dispatching more than 300 election observers, covering around 70% of
the minority electorate in the above-mentioned regions.
