Dear colleagues,
Our organisation took part in the Sixth Session of the Intergovernmental
Working Group on the Effective Implementation of the Durban Declaration
and Programme of Action. It took place at the United Nations Office in
Geneva, Palais des Nations, from the 21st of January to the 1st of
February.
We took part in this Sixth Session because we believe that the Programme
of Action has not been implemented in Russia and a number of European
countries. We hoped that the Sixth Session would include an analysis of
the results of the realisation of Durban Declaration and Programme of
Action. However, the members of the Working Group were content to occupy
themselves with procedural matters. We got the impression that some
members of the Working Group, representatives of European governments,
were purposefully trying to avoid a serious discussion.
A UN conference on the results of the Durban Declaration and Programme
of Action is planned for 2009. Without the active involvement of
organisations truly committed to the fight against racism and
xenophobia, that is NGOs who have actively worked in this area for a
number of years, the conference is at risk of becoming a beautiful and
expensive, though ultimately empty, event.
That is why we are calling on NGOs in Europe to carry out their own
conference this autumn, at which the Durban Declaration and Programme of
Action will be analysed in detail and the reasons behind the increase in
racism and xenophobia in Europe will be discussed. The conference will
also serve as an opportunity to develop recommendations for the
successful organisation and realisation of UN conferences, as well as
recommendations for governments of UN-member states for the effective
realisation of the Durban Declaration and Programme of Action.
