EQUAL ACCESS TO QUALITY EDUCATION FOR ROMA: TRANSLATIONS, LAUNCHES AND
RELATED RESOURCES
EUMAP, in co-operation with the ESP (Education Support program) and RPP
(Roma Participation Program) of the Open Society Institute, last year
published two volumes of country reports, and an international overview,
documenting the educational opportunities Roma children have in eight
Central and Eastern European countries participating in the Decade of
Roma Inclusion. Now, translations of both the country reports and the
overview report are available in a range of languages. National launch
events took place in Slovakia and Montenegro.
The reports on "Equal Access to Quality Education for Roma" reveal the
extent to which Roma children lack access to quality education.
Segregated into Roma-only classes or schools, wrongly shunted into
special schools for children with intellectual disabilities, crowded
into decrepit classrooms, and unmotivated by teachers with low
expectations, Roma children face serious challenges to complete even
basic education.
EUMAP has now published translations of the respective country reports
in Croatian, Macedonian, Montenegrin, Serbian, and Slovak. The reports
on Bulgaria, Hungary and Romania were already translated last year,
meaning that all country reports are now available in translation as
well as in English. The international overview report has now been
translated in Bulgarian, Croatian, Hungarian, Macedonian, Montenegrin,
Romanian and Slovak. Each country report and the overview report include
recommendations to governments and local authorities. Each country
report includes several local case studies.

EUMAP monitoring is aimed at sparking advocacy activities, and the
findings and recommendations of the reports on Equal Access to Quality
Education for Roma are now being used in a number of national follow-up
projects.
Bulgaria
The educational system in Bulgaria has faced rapid change in the months
since the EUMAP report appeared, and they pose a serious challenge to
efforts to implement its recommendations. A new budgeting system offers
both opportunities and perils, which many of the actors who will carry
out the reform are not sufficiently aware of. With that in mind, the
Bulgarian partner organisations are undertaking a number of separate
advocacy activities. Read more at

Hungary
The Jaszsagi Polgarjogi Szervezet (JPS) is visiting forty rural Roma
communities in 2008-2009, in order to raise awareness among Roma parents
about the importance of quality education, uncover cases of
discrimination, and build partnerships between local administrative and
civil organisations and the marginalised groups. The findings and
recommendations of the Equal Access to Quality Education for Roma
report, summarized in a brief brochure, are the basis for the
discussions during these "Open Day" activities. A concluding meeting is

Slovakia
Given the rapid changes occurring in Slovakia, a new monitoring will be
carried out to provide an update to the 2007 report on Equal Access to
