In line with the Lenin dictum, "Whoever is not with us is against us,"
the Kremlin is accusing foreign NGOs and Russian human rights
organizations of favoring terrorist groups. At the same time, top
officials have launched a campaign to undercut statistical evidence of
rising xenophobia and a surge in the number of race-driven murders this
year, especially in Moscow and St. Petersburg.

INTERNATIONAL ROMA DAY MARKED ON APRIL 8

Europe's Largest Minority Faces Discrimination 
Established in 1971, International Roma Day, April 8, celebrates a
community present throughout Europe facing overwhelming economic,
social, and political challenges. It is a day intended to highlight the
cultural diversity that Roma communities bring to the European Union
(EU), but it has been also an opportunity to call attention to the
urgent need for action to end the exclusion of Roma from European
society.

What has been widely recognized as Europe's largest minority still faces
discrimination and disadvantage on a daily basis. An estimated 7-9
million Roma live in EU member states, Roma leaders stress, yet there is
no comprehensive EU policy specifically targeting discrimination against
them. European Commission officials have acknowledged that "social
exclusion and discrimination of Roma communities are well documented and
despite all available legislative and financial instruments remain often
extreme." But everyone agrees that such words have not been matched by
effective action.

Human rights activists believe that xenophobia and ethnic intolerance
are spreading with an alarming speed in Russia. "The authorities seem to
understand this, but in fact they do nothing," head of the Moscow
Helsinki Group Lyudmila Alexeyeva told Interfax on March 21, the
International Day for the Elimination of Racial Discrimination. Human
rights activists are particularly wary of the fact that the slogan
"Russia for Russians" has gained wide acceptance in recent years,
Alexeyeva emphasized.

Human rights activists have registered a record number of xenophobic
attacks in 2008. So far, 33 people have been killed and 101 injured in
racist violence since the beginning of the year, Galina Kozhevnikova,
deputy director of the Sova Information-Analytical Center, told
Interfax. Last year's documented fatal attacks totaled 72. (The victims
in the items that follow may not be included in Sova's statistics.)
