The Stage Is Set for Sweeping Electoral Victory
In a meticulously scripted congress of the ruling United Russia party
that reminded many observers of Soviet stagecraft, President Vladimir
Putin first listened to delegates who issued heartfelt pleas to change
the Constitution and allow him to run for a third term as president.
Then he described as "realistic" a suggestion that he become prime
minister. He said that all that is required is United Russia's victory
in the parliamentary election and the election of "a decent, capable,
and modern man" as president. He disclosed that he had founded United
Russia - a party he has never joined, he explained, because most
Russians do not belong to a party - but he agreed to head the party's
candidate list in the parliamentary elections in December.

A Stampede Threatens
The refugee crisis has been globalized. On every continent, the rush to
migrate to the more industrial northward is on. Russia's building boom
attracts Central Asian and Chinese traders and manual laborers, and the
resentment of the immigrants, whether legal or not, has added to the
fire of the nationalist right. In Western Europe, the tens of thousands
of middleclass Iraqis escaping from the civil war add to the much larger
numbers of poor Africans and Asians looking for employment of any kind.
Regardless of new, restrictive immigration laws (Russia is the leader,
but Britain and France are not lagging far behind) and forcible
repatriation of illegals (Spain has launched a major effort), the exodus
of the ambitious and the desperate will not stop. Public opinion is
turning against the newcomers, putting pressure on governments to adopt
anti-migrant measures "to take the wind out of extremist sails."
