The Office of the High Commissioner for Human Rights presents its
compliments to non-governmental organisations and, has the honour to
transmit the attached questionnaire at the request of the
Chairperson-Rapporteur of the Group of five Experts selected to prepare
a study on the content and scope of the substantive gaps in the existing
international instruments to combat racism, racial discrimination,
xenophobia and related intolerance.
The five Experts are to produce a base document that contains concrete
recommendations on the means or avenues to bridge these gaps, in
accordance with Human Rights Council resolution A/HRC/1/5 of 30 June
2006.
The Experts have held their first meeting in January 2007 at which they
have developed their methods of work. In identifying human rights
problems for which there may be normative gaps, the Experts are
soliciting views and comments of various stakeholders through the
attached questionnaire. The Experts will hold their second meeting from
10 to 13 April 2007.
The questionnaire is intended to facilitate the study and is formulated
on the basis of the following documents: Human Rights Council
resolution 1/5; the conclusions of the Chairperson and of the
Intergovernmental Working Group as outcome of the High Level Seminar on
complementary international standards held during the fourth session of
the Working Group (E/CN.4/2006/18); paragraph 199 of the Durban
Programme of Action which recommended that the Commission on Human
Rights prepare complementary international standards; and the
preliminary conclusions reached by the Experts.
In light of the above, the Office of the High Commissioner would be
grateful to receive views and comments that non-governmental
organisations may have regarding gaps in the existing international
instruments to combat racism, racial discrimination, xenophobia and
related intolerance. The information should be transmitted by fax (0041
22 917 050) or by e-mail ([email protected]), no later than 6 April 2007
and will be transmitted to the Experts once received.
The Office of the High Commissioner for Human Rights seizes this
opportunity to renew to non-governmental organisations the assurance of
its highest consideration.
