1. INTRODUCTION
The Forum for Philosophy and Public Policy at Queen's University is
organizing a multi-year, research project on citizenship, democracy and
minority rights in multiethnic states, under the direction of Prof. Will
Kymlicka. As part of this project, the Forum distributes a quarterly
newsletter updating recent developments in the field, of which this is
the forty-fifth issue. We hope that it will be of interest to anyone
working in the field, whether in academia, public service, or
non-governmental organizations.

2. UPCOMING CONFERENCES

The 2007 Queen's International Institute on Social Policy Conference,
hosted by the School of Policy Studies at Queen's University, Kingston,
is being organized around the theme: "Multiculturalism and Social
Citizenship: Social Policy in a Diverse Society". The event will take
place from August 20-22, 2007. The conference program and registration

An interdisciplinary conference on the theme "Multiculturalism, Conflict
and Belonging" will be held at Mansfield College, in Oxford, UK,
September 3-5, 2007. The event will explore the place of culture in the
construction of identity, and examine the implications of cultural
identity for social membership in contemporary societies. Themes
include: challenging old concepts of self and other; nations, nationhood
and nationalisms; and new forms of inclusion. Further information is

The Cultural Studies Association of Turkey and Isik University are
organizing an international conference entitled: "E/Im/Migration and
Culture", from 15-17 September 2007 in Sile, Istanbul. The conference
will explore established notions of migration, both inside and outside
Turkey.

The IX Conference on "European Culture" will be held in Pamplona, Spain
from October 24-27, 2007. Organized by the Centre for European Studies,
University of Navarra, the event will include sections on: culture
theory, cultural identity; contemporary culture; European identity;

The 14th Nordic Migration Researcher Conference will be hosted by the
International Migration and Ethnic Relations Research Unit at the
University of Bergen, in Bergen, Norway, from November 14-16, 2007. The
general conference theme will be "Borders and Boundaries"; sessions on
"Mobility and Gender" and "Globalizing Idioms and Human Rights" are
being planned. Speakers will include: Jonathon Moses, John Urry, Uli
Linke, Laura Augustin, Anja Bredal, Anne Norton, Craig Calhoun and Bruce
Kapferer. The deadline for abstract submission is October 1, 2007. For

The 18th Annual Conference of the Association for the Study of Ethnicity
and Nationalism (AESN) will take place from April 15-16, 2008, at the
London School of Economics (LSE). The conference theme will be:
"Nationalism, East and West: Civic and Ethnic Conceptions of
Nationhood". Suggested themes for panels and individual papers include:
civic and ethnic aspects of nation formation, alternatives to civic and
ethnic nationalism, immigration, citizenship and multiculturalism. PhD
students are encouraged to submit proposals. Proposals/abstracts (-500w)
should be submitted prior to November 1, 2007, via the conference

The University of Ottawa Research Chair on Francophonie and Public
Policy, in collaboration with the Language and Politics Research
Committee of the International Political Science Association will host
an event entitled: "Governance and Democratic Participation Within
Linguistic and National Minorities", from May 1-3, 2008, at the
University of Ottawa. Experiences of decentralization, regionalization
and devolution to linguistic and national minorities are the topic. Such
groups have been accorded special language, cultural and educational
powers, and other measures to promote direct political participation.
What conclusions should be drawn from these experiences? Are they
legitimate democratically? Are they enabling more effective
participation? Proposals from researchers and stakeholders are welcome.
They should be sent prior to September 30, 2007, including project
title, summary of 200-300w in English or French, to the organizing

A recent issue of Ethnopolitics contains a symposium on asymmetrical
federalism as a tool for accommodating minority nationalism (Vol. 6, No.
1, 2007). An essay by John McGarry entitled "Asymmetry in Federations,
Federacies and Unitary States" followed with commentaries by K. Adeney,
D. Conversi, M. Hechter, and D.A. Rezvani, and the author's response to
his critics.

A symposium on "Law and Multiculturalism" is included in the current
issue of the Singapore Journal of Legal Studies (December 2006). The
symposium reproduces a scholarly event organized jointly in February
2006 by the Law Faculties of the National University of Singapore and
the University of Toronto which explored aspects of multiculturalism and
the law, including Islamic Law in Canada, legal pluralism in Indonesia,
Singapore and Canada, and the impact of anti-terrorism measures on
minorities, particularly Muslim minorities in Canada. Articles by Kent
Roach, Gary Bell, Anver Emon, Victor V. Ramraj, Lorne Sossin and Eleanor
Wong are included.
A recent issue of the Roma Rights Quarterly looks at the issue of
discrimination suffered by Romani women (Vol. 4, 2006). This issue is

New Journals
A journal entitled: "The Journal of Law and Ethics of Human Rights",
sponsored by the Ramat Gan Law School Human Rights Program recently
published its first issue (Vol. 1, 2007). The Journal aims to explore
concepts of moral and legal rights, and contribute to resolution of
conflicts in the area of human rights law. Each issue will focus on a
specific contemporary dilemma. The focus of the inaugural issue is:
"Multiculturalism and the Anti-discrimination Principle"; the second
(January, 2008) will address: "Demography and Human Rights"; and the
third (January, 2009) will address: "Labor Rights in the Era of
Globalization."

5. INTERNET RESOURCES
The Commission on Integration and Cohesion, established by the British
government in August 2006, has just released its final report, entitled
"Our Shared Future". The Commission, chaired by Darra Singh, was
established to consider how Britain "can make the most of diversity
while being able to respond to the tensions it may cause", with a
particular focus on the local level. The final report, as well as a

Diaspora.fi is a resource for scholars working on religions in our

6. RELATED RESEARCH PROJECTS
The Al-Maktoum Institute, Dundee (University of Aberdeen), UK, has
created a unique one-year (MLitt) programme in Multiculturalism,
beginning September, 2007. The MLitt is offered at postgraduate "taught"
level, and is designed to be used for exploration of a key contemporary
idea, which may either stand alone or serve as preparation for continued
research. The programme will relate multiculturalism to studies of
particular national and cultural experiences, and encourage students to
compare and contrast different models. For application information,

The 1st International Diversity Summer School will be held from July
9-13, 2007 at the University of Vienna. The purpose is to provide a
comprehensive introduction to the field of diversity management. The

The Odysseus Network is organizing two separate programs that may be of
interest. The first is the 7th Summer School on Immigration and Asylum
Policy of the European Union, to be held at Brussels University (U.L.B.)
from July 2-13, 2007. The second is the Certificate in European Law on
Immigration and Asylum, which will take place from September 7, 2007 to
June 30, 2008. The Certificate course offers an in-depth knowledge of
European Law on Immigration and Asylum, in order to train specialists in
this evolving branch of Community law. For additional information about

The European Commission & Council of Europe Partnership on Youth is
inviting applicants for a series of 2007/2008 Training Courses on
European Citizenship, to be held from October 2007 to February 2008. The
courses will investigate relationships between European Citizenship and
intercultural learning, human rights, democracy and participation.
