European Commission Internship for Young Roma University Graduates
Focus Areas
Guidelines
The Open Society Institute, in association with the European Commission,
offers internships for young Roma university graduates from all new EU
member states (excluding Cyprus and Malta), Bulgaria, Croatia, Former
Yugoslav Republic of Macedonia, Romania, Serbia and Montenegro
(including Kosovo), and Turkey.
The goals of the internship are:
- to give Roma interns an idea of the objectives and problems of
European integration;
- to provide them with practical knowledge of the working of Commission
departments;
- to enable them to acquire personal experience in the course of their
everyday work;
- to enable them to increase and put into practice the knowledge they
have acquired during their studies or professional careers.

According to the EU, Roma are still the most discriminated minority in
Europe
Roma, despite a certain progress, still remind the most discriminated
minority of Europe. They are ordinarily deprived of basic rights such as
employment, housing, education and health. This is result of the EU
Center's statement, which was publicized at the eve of the International
Roma Day in Vienna. The main task of the EU Center is to monitor
exposure of racism and xenophobia.

ECRI's Round Table in Spain
Madrid, 19 April 2006: In the framework of its Programme of Action on
Relations with Civil Society ECRI is holding its next national Round
Table in Spain. The main themes of this Round Table are:
(1) ECRI's report on Spain;
(2) minority groups as victims of racism and racial discrimination;
(3) the legislative and institutional framework for combating racism and
racial discrimination and
(4) the reception of refugees and asylum seekers in Spain.

SPAIN SUBMITS ITS SECOND REPORT PURSUANT TO THE FRAMEWORK CONVENTION FOR
THE PROTECTION OF NATIONAL MINORITIES
STRASBOURG, 10.04.2006 - Spain submitted on 10 April 2006 its second
state report, in English, pursuant to Article 25, paragraph 1, of the
Framework Convention for the Protection of National Minorities. It is
now up to the Advisory Committee to consider it and adopt an opinion
intended for the Committee of Ministers.

THE COMMITTEE OF MINISTERS ADOPTS CONCLUSIONS AND RECOMMENDATIONS IN
RESPECT OF BULGARIA
Strasbourg 05.04.2006 - The Committee of Ministers has just adopted a
resolution on how Bulgaria has put into practice the principles
contained in the Framework Convention for the Protection of National
Minorities. This resolution contains conclusions and recommendations
which are largely based on the Opinion of the Advisory Committee on the
Framework Convention for the Protection of National Minorities,
highlighting a number of issues on which this country is expected to
take further measures to support its national minorities.

Training: Institutions and Politics
The Partnership Programme between the European Commission and the
Council of Europe organises six short-term training Modules addressing
various aspects of European Citizenship this year. The first training
Module ("Institutions and Politics") will be organised in Budapest,
Hungary, from 29th May to 4th June 2006.
The new application deadline for this Module is 25th April.
Participation in these Modules will be free of charge for the selected
participants (travel and accommodation costs will be covered by the

Interim Administration Mission in Kosovo (UNMIK) Pillar IV with respect
to the economic development and reconstruction of Kosovo and the
activities of institutions in which UNMIK Pillar IV is involved or
supports.

About the hate speech conference in Budapest
The Center for Media and Communication Studies (CMCS) at the Central
European University in Budapest hosted on March 31 and April 1 a
conference under a title "Hate speech from the street to cyber-space:
Cases and policies in specific context".
The conference gathered academics, official representatives of
international organizations, experts and practitioners who were invited
to offer policy oriented suggestions concerning the regulation/non
regulation of hate speech in various context, share cases, best
practices and launch ideas for innovative empiric research.
One of the workshops was dedicated to hate speech against Roma in
Central and Eastern Europe. The facilitator of the workshop Ivan Ivanov,
Executive Director of the European Roma Information Office (ERIO) stated
that:
"Hate speech is somewhere between hate crime and freedom of expression.
It is very difficult to draw the demarcation line between the two in
order to stop the incitement to hatred and at the same time to preserve
the freedom of expression. I am a human rights defender and against any
limitations to any human rights, but in the last decade, new political
and social factors raised concerns related to the reasonable limitation
of the right to freedom of expression. This factors include societal and
institutional anti-Gypsism, expressions and attitudes directed against
Roma population which result in discrimination against Roma even often
in physical violence"
Further discussion addressed questions like: When should hate speech be
criminally punished? Is it possible to find a common hate speech
regulatory policy? Is it possible to arrive at a globally applicable
definition of "incitement to hatred" that can be criminalized without
threatening the rights to freedom of expression? Have laws that
criminalize hate speech been effective in reducing hatred of Roma and
other minorities?...

European Parliament worried about Romanian police brutality regarding
Roma people
BRUSSELS - Rights of the Roma minority and cases when Romanian Police
has proved brutality against it, international adoptions, rights of the
Hungarian minority, situation of the mentally handicapped persons and
human being trafficking - these were the issues discussed last week in
Brussels, within the Subcommittee for Human Rights in the European
Parliament.
Elly de Groen-Kouwenhoven (Greens/European Free Alliance NL) has drawn
attention on an "alarming news" about the Roma community in Romania. She
mentioned a documentary having been presented by the non-governmental
organisation Romani Criss, in Bucharest, about a police raid in the Roma
community near Cluj Napoca, when some Roma people, also women and
children, have been "beaten with cruelty", the roof of their house set
on fire and their properties confiscated. After declaring that such
thing cannot be possible in a country wishing to accede to the European
Union, Elly de Groen reminded that the European Parliament and the
Commission have repeatedly drawn attention to the Romanian Government on
the "zero tolerance of the Romanian Police against Roma", but that their
message has remained without any echo.
Perspectives on the Issue of Minorities in Central and Eastern Europe
A conference on minorities in Central and Eastern Europe was organized
on March 27, 2006, by the �Group of Socio-Political Analysis of the
Countries of Central and Eastern Europe� (GASPPECO) and by the �Center
for the studies of political life� (CEVIPOL) in the Free University of
Brussels. Among the speakers, were Mr. Rolf Timans, the Head of Unit
within the External Relations DG of European Commission, Mrs. Anca
Boagiu, Romanian Minister of European integration, and Dr. Maya
Cholakova, Director of the National Council of Ethnic and Demographic
Issues in Bulgaria.
The main goal of the conference was to inform the concerned audience on
the issue of national minorities in Central and Eastern Europe and
related governmental policies in Bulgaria, Croatia and Romania in the
light of EU accession. Mr. Timans emphasized the importance of the
protection of persons belonging to minorities as a key issue in EU
enlargement process. Mrs. Boagiu stressed that while being seriously
concerned on integration of ethnic minorities into Romanian society, the
government is looking for �...a model to integrate the minorities...�.
And it can be �...a model based on the results of debates.� Dr.
Cholakova explained the way the Bulgarian government adopted the
international and EU legislation on protection and respect of ethnic,
religious and cultural minorities while regulating and ensuring their
political representation.
The event has attracted the attention of the intellectuals, students,
journalists and internationals working in institutions based in
Brussels, working on the issues of European minorities.

Rehn says Bulgaria EU's entry preparation in 'critical' phase
EU enlargement commissioner Olli Rehn has said Bulgaria is in a
"critical" phase in its preparations for EU accession, amid growing
signs that Brussels could exclude Sofia from participation in justice
and home affairs co-operation even as a full EU member.
