Council of Europe Framework Convention for the Protection of National
Minorities: news concerning the Russian Federation and Norway
THE ADVISORY COMMITTEE ON THE FRAMEWORK CONVENTION FOR THE PROTECTION OF
NATIONAL MINORITIES VISITS THE RUSSIAN FEDERATION
STRASBOURG 16.03.2006 - A delegation of the Advisory Committee on the
Council of Europe�s Framework Convention for the Protection of National
Minorities visited Moscow, Yekaterinburg and Krasnodar from 10-19 March
2006 in the context of the monitoring of the implementation of this
convention in the Russian Federation. The visit was the13th country
visit conducted by the Advisory Committee in the second cycle of
monitoring. The Committee is composed of 18 independent experts elected
by the Committee of Ministers of the Council of Europe.
The Russian Federation submitted its second state report under the
Framework Convention in April 2005, and the delegation of the Advisory
Committee was in the Russian Federation in order to seek further
information. On the basis of this and other information, the Advisory
Committee will subsequently adopt an opinion on how the Russian
Federation has implemented the various articles of the Framework
Convention.
The delegation included the following members of the Advisory Committee:
Ms Lidija BASTA FLEINER (Serbia and Montenegro), Ms Mirjana DOMINI
(Croatia), Mr. Gjergi SINANI (Albania) and Ms Athanasia SPILIOPOULOU
AKERMARK (Sweden) and was assisted by Ms Elena JURADO of the Secretariat
of the Framework Convention.

monitoring of the implementation of this convention in Norway. The visit
was the 14th country visit conducted by the Advisory Committee in the
second cycle of monitoring. The Committee is composed of 18 independent
experts elected by the Committee of Ministers of the Council of Europe.
Norway submitted its second state report under the Framework Convention
in October 2005, and the delegation of the Advisory Committee was in
Norway in order to seek further information. On the basis of this and
other information, the Advisory Committee will subsequently adopt an
opinion on how Norway has implemented the various articles of the
Framework Convention.
The delegation included the following members of the Advisory Committee:
Ms. Anastasia CRICKLEY (Ireland), Mr. Zdzislaw W. GALICKI (Poland) and
Ms. Regina TAVARES DA SILVA (Portugal) and was assisted by Ms
Artemiza-Tatiana CHISCA of the Secretariat of the Framework Convention.
