COUNCIL OF EUROPE REPORT IDENTIFIES GAPS IN MINORITY PROTECTION IN
KOSOVO
Strasbourg 02.03.2006 � A Council of Europe Advisory Committee has today
called for improvements in the protection of minorities in Kosovo.
The Advisory Committee � an expert body set up under the Council�s
Framework Convention for the Protection of National Minorities - visited
the region in October 2005. In a report released today (Thursday March
2), the Committee reveals that although certain high standards are set
out in legislation, they are often not reflected in reality which is
�disconcertingly far from laudable norms and plans�.
The Committee visited various areas in Kosovo, speaking to
representatives of the provisional government and the UN administration,
along with representatives from the minorities such as the Serbians,
Turks, Roma and Bosniaks.
The visit was unique as the first instance of the Committee monitoring
territory administered by the UN. The Committee of Ministers will now
draw on the report as it prepares a Resolution on the issue.
