Is Selecting 'the Right Migrant' a Solution?
Migrant stampedes define our age and challenge the self-definitions of
societies proud of their historic record in accepting refugees. Millions
are on the move across national borders and hundreds, maybe thousands,
lose their lives every year in attempts to escape poverty in the south
and reach the affluent north. The European Union is stumped in its
deliberations to come up with uniform policies in coping with the influx
and the U.S. Congress has failed to agree on revamping immigration and
naturalization laws. Attempts to seal borders have not worked, and the
reluctance of democratic governments to use lethal force or to impose
punitive measures to rein in illegal immigrants has only encouraged
demagogues of the far right to demand getting really tough. In France
and the Netherlands, governments are hard put to accommodate the
increasingly shrill demands of the radical children of immigrants born
and raised in the lands of asylum. In Russia, the economy's widely
recognized need for laborers has not stopped skinheads to ambush and
kill dark-skinned migrants, along with their small children.

The escalating Arab-Israel fighting, the looming shadow of Iran's
nuclear
ambitions, and the grade one annoyance of North Korea's aggressive
stance
overshadowed the subject of democracy in Russia at last weekend's G8
summit in St. Petersburg. Ahead of the summit, the U.S. Senate
unanimously
adopted a resolution calling on President George Bush and his colleagues
from the democracies �to let President [Vladimir] Putin know that his
attempts to turn back the clock on democracy are unacceptable.� But the
two heads of state carefully avoided public confrontations. The memory
Bush would probably like to linger in Putin's mind as well as the
public's

relationship: �Solid friendship.�
