Engaged in intensive diplomacy to prepare the ground for the G8 summit
in St. Petersburg later this month, the Kremlin has been sending
conflicting messages, some churlish and others conciliatory. President
Vladimir Putin has launched a charm offensive, but unless he removes the
constraints imposed on non-governmental organizations (NGOs), they are
unlikely to reciprocate his signals of friendliness.
