Strasbourg, 8 December 2005: Brainstorming with non-governmental
organisations
A consultation meeting with non-governmental organisations and national
human rights institutions on their input to the monitoring of the
Framework Convention for the Protection of National Minorities was held
in Strasbourg on 8 December 2005. The meeting brought together
non-governmental organisations and national human rights institutions
working in the field of the protection of national minorities in the
Member States of the Council of Europe. Discussions at the meeting were
carried out around topics such as stock-taking of NGOs' experience in
using the Framework Convention and critical assessment of their
involvement in its monitoring, NGOs' contribution to work on substantive
issues related to the protection of national minorities and NGO needs in
terms of training. The participants also explored different ways of
using the Framework Convention at the domestic level and ways of
increasing its visibility in the media (see also the agenda attached).
The attached report, including recommendations, was produced by an
independent rapporteur on the basis of the discussions held at this
meeting.
