the symposium "Diversity Youth Forum" (in English, French)
The Diversity Youth Forum is one of the key activities of the recently
launched "all different - all equal" European youth campaign for
Diversity, Human Rights and Participation. The symposium aims at
deepening and explore the concepts and issues related to diversity in
Europe from the perspective of young people and its relevance for the
"all different � all equal" European youth campaign for Diversity, Human
Rights and Participation.
The symposium will bring together governmental and non-governmental
youth workers and activists involved in the campaign within national
campaign committees or other organisations.

Presentation and Application form
A campaign for Diversity, Human Rights and Participation
The �all different-all equal� European youth campaign was one of the
main proposals of the youth organisations� �Youth Summit� that preceded
the Council of Europe�s Summit in Warsaw in May 2005. The campaign
became part of the action plan adopted by the official Summit of heads
of state and government in Warsaw. The action plan states �� To promote
diversity, inclusion and participation in society, we decide to launch a
Europe-wide youth campaign, in the spirit of the �European Youth
Campaign against racism, xenophobia, antisemitism and intolerance"
(1995).
The action plan considers also other Council of Europe measures which
can be related to the campaign such as the intensification of the �the
fight against racism, discrimination ad every form of intolerance, as
well as attempts to vindicate Nazism�.
The European Youth Campaign �All different�All equal�, run by the
Council of Europe and its member states in 1995 was a milestone in
reinforcing the fight against racism, anti-Semitism, xenophobia and
intolerance. Now, from June 2006 to September 2007, the Council of
Europe, with the support of the European Union and other partners,
organises a new campaign on the themes of Diversity, Human Rights and
Participation, based upon the slogan �all different �all equal�.
Looking at the realities of racism, anti-Semitism, discrimination and
all forms of intolerance today, the new Campaign must go further than
the 1995 experience and must fully reflect the concerns of all citizens,
but particularly those of young people. Thus, the Campaign represents
the summum of the issues and principles of the Council of Europe�s youth
policy, namely accession and inclusion, solidarity and social cohesion.
The campaign is based on national campaign committees, whose
responsibility is to mobilize the partners concerned and organise the
programme of the campaign in each member state.
Diversity and Equality
The richness of European society lies in its cultural diversity
expressed also by the number of minority groups and communities present
in the national states. Whether national, religious, ethnic, social or
cultural, minorities are an important asset for a future intercultural
Europe. The immigration flows resulting from globalisation and increased
interdependence are likely to further increase this multiculturality.
However, diversity is not always accompanied by social cohesion and
co-operation, pre-condition for equality in dignity and equality in
access to rights and social opportunities. Situations of discrimination
remain problematic to many societies, as well as poverty and social
exclusion. Young people, especially those from minority groups and those
living in highly multicultural environments are important vectors in
promoting social change at this end.
Diversity provides the key for developing common values in Europe,
assuring its economic success and enriching its cultural landscape. We
should not trust a Europe disregarding diversity and drifting towards a
system of relations between nations only; we feel that our own safety
and the safety of children and young people depends on the continuation
of the major diversity called Europe.
�We are concerned about a feardriven climate of public debate refusing
the key value of Diversity. We are concerned about the balance between
Diversity and Unity becoming lopsided towards a timid, nationalistic and
exclusive interpretation of the Europe of tomorrow. We must not let this
happen. Our call goes to campaign for Diversity; we do not want to let
colours fly and enjoy ethnic food (even if there is nothing wrong with
it), we want to prove that Diversity provides the key for developing
common values in Europe, assure its economic success and enrich, if not
assure its cultural production. Our motivation is selfish � we do not
trust a Europe disregarding Diversity and drifting towards a system of
relations between nations only, we have seen enough of this in the 20th
century; we feel that our own safety and the safety of children and
young people depends on the courageous continuation of the big Diversity
Project called Europe.
However, we observe that this is not everybody�s agenda. Many different
recent events in Europe threaten the concept of Diversity, and point not
only to the need for employment for young people and their social
inclusion, but also to the need for a concept of Human Rights Education,
aimed at lowering levels of humiliation and discrimination.�
The Diversity Youth Forum
Diversity as a factor for social cohesion, democracy and human rights.
Diversity as the reality of today�s Europe. And Diversity as a source of
phobias and the object of hate, discrimination, exclusion. The agenda of
Diversity in the campaign is vast and can not be dissociated from the
two other dimensions: Diversity is to be understood in a human rights
framework (Diversity with Equality in dignity and rights) and in
relation to Participation (Participation as a way to promote the values
of Diversity).
The programme of the European campaign is based upon a series of major
events - mostly symposia - whose main purposes are to deepen the three
thematic dimensions of the campaign and to define a common European
agenda around those issues.
The Diversity Youth Forum is the first of such symposia and, as the name
suggests, it addresses all those involved or concerned by the European
Youth Campaign. It should result in a common understanding of the
campaign objectives relating to Diversity and suggest ways for the theme
to be dealt with in national campaign committees and at European level.
In this respect, the symposium will seek links with other initiatives in
the Council of Europe (related to cohesion and intercultural dialogue,
for example), as well as with the European Commission, especially in
view of the fact that 2007 will be the European Year of Equal
Opportunities for all.
Aims and objectives of the symposium
The symposium aims at deepening and explore the concepts and issues
related to diversity in Europe from the perspective of young people and
its relevance for the �all different � all equal� European youth
campaign for Diversity, Human Rights and Participation.
Objectives
1. To deepen and clarify the meanings and relevance of the concepts of
diversity in the context of human rights and participation of young
people.
2. To identify ways of associating and involving young people, from the
broad spectrum of social and cultural diversity, in the campaign.
3. To share and analyse examples of legal and political actions against
discrimination and for securing equality of opportunities.
4. To analyse and discuss the threats and obstacles to equality and
diversity experienced by young people in Europe.
5. To share youth work practices and responses to challenges associated
with diversity in various social and institutional contexts.
6. To explore and discuss the links between diversity and social and
political participation of young people.
7. To celebrate living diversity in Europe and to promote the visibility
of diversity in and through the campaign.
8. To identify priorities and make proposals for a European youth agenda
on Diversity within a human rights-based approach.
Expected outcomes and results
One of the main functions will be to discuss Diversity and how it should
be dealt further in the campaign and beyond. This should result in:
� A framework to define Diversity, with conclusions/recommendations on
key concepts/issues in relation to the campaign and its partners at the
national and at the Europe level (defining the future agenda)
This will be done through a Final Declaration or similar document.
� Personal learning and experiencing diversity in symposium, with
benefits on the national campaign committees and other youth
organisations involved inn the campaign (multiplying effect)
� Network and networking among organizations and people.
Draft programme and methodology
The programme will seek to reflect and achieve the objectives outlined
above, while considering also:
� the need to give visibility to discrimination issues and hoe they
affect young people today;
� concrete and diverse examples of youth work practice in addressing
discrimination and dealing with challenges posed to diversity on a
regular basis;
� the need to have a human-rights based approach to Diversity, including
associating Diversity with Equality in Dignity;
The programme should be creative � an experience in diversity! Below is
a draft structure, merely indicative.

Profile of participants and procedure for application
The symposium is intended for participants who are:
� Motivated to contribute to the work of the symposium and to develop or
undertake future activities in the areas of diversity and anti
discrimination
� Interested or involved in the campaign at local, national or European
level.
� Active within and supported by:
- a National Campaign Committee;
- a National or European Youth Organisation;
- National or local governmental institutions responsible for youth
affairs;
- Non governmental organisations directly working with diversity,
anti-discrimination or minority issues.
� Resident in a state party to the European Cultural Convention
� Able to communicate and work in Russian or French or English
� Available to attend the full duration of the symposium
All those interested in applying must fill in and send the appended
application form to the secretariat until 4 September 2006.
Each application must be accompanied by a supporting letter from the
sending organisation or national campaign committee. The letter should
specify the added-value to the organisation or the campaign the
participation of the applicant. In case one committee or organisation
recommends more than one person, the recommendation letters must also
state the order of priorities. Each national campaign committee may
recommend up to a maximum of 3 candidates. Any other organisation may
recommend up to a maximum of 2 applicants.
The selection of participants will be done by the Preparatory Group of
the symposium. The Group will follow the list of priorities of the
sending organisation in as far as possible; it may opt for another
priority in order to secure the necessary balances and a maximum of
Diversity in the overall group of 100 participants.
Working languages
The symposium will be held in French, Russian and English, with
simultaneous interpretation.
Financial conditions
� Board and lodging will be paid and provided for by the Council of
Europe.
� Travel expenses will be fully reimbursed according to the rules of the
Directorate of Youth and Sport of the Council of Europe.
� An enrolment fee of 28 EURO is due from each symposium participant.
This fee will be deducted from the amount to be reimbursed for travel
expenses.
Deadline for applications
4 September 2006.
