Micro-Grant Application Form 

Greetings from the New Tactics in Human Rights Project!  

We are writing to encourage your organization to apply for one of two
partnership grants that the New Tactics project has available.  The
grant amounts can reach a maximum of USD9,500.

These funds are from the National Endowment for Democracy (NED) as a
result of the successful New Tactics proposal: Promoting Tactical
Innovation and Strategic Thinking in the Global Human Rights Movement.
These funds are intended to make it possible for human rights
practitioners to share with a broad range of people the New Tactics
materials and resources on tactical and strategic thinking as well as
specific innovative tactics. (NOTE: Eligible costs for such
dissemination include staff, printing/photocopying, translation, and
other relevant project expenses.) 

We are providing below this message a detailed Request for Proposals
(RFP) that is due at the New Tactics office by November 15, 2005. Please
note, we are only able to accept applications for proposals that
directly share the New Tactics project materials and concepts with a
broader audience by:

- Translation of New Tactics materials in order to share strategic and
tactical thinking with those within a country or region. 
- Creation of websites featuring New Tactics materials in cross-border
shared languages (e.g., Russian, Spanish, Arabic, etc.). 
- Forums or workshops featuring regular discussions in local languages
on New Tactics materials and local/regional successful tactics. 
- Designing local outreach campaigns to encourage media broadcasting or
relevant stories to broaden the public audience of New Tactics ideas,
materials and tactics. 
 
Please complete the application form below and submit by Tuesday,
November 15, 2005.  Please note that all activities must be completed
before August 31, 2006. You will be notified if you are chosen to
receive a grant by December 6, 2005. 

In making selections, New Tactics Project will favor activities that
demonstrate clear goals and reach a significant audience to share the
New Tactics project materials and resources. Please be as specific as
possible regarding the activities you are proposing and adhere to the
format indicated in the attached application form.  The budget should
reflect realistic costs related to the goals of the activity.

REQUEST FOR PROPOSALS (RFP)

�Promoting Tactical Innovation and Strategic Thinking in the Global
Human Rights Movement�

The New Tactics in Human Rights Project of the Center for Victims of
Torture has received a grant from the National Endowment for Democracy
(NED): �Promoting Tactical Innovation and Strategic Thinking in the
Global Human Rights Movement�.  

The grant provides for New Tactics Project to select and work with two
partner organizations in the period from December 2005 and ending
September 2006. Each partner would receive a grant of up to USD9,500.
The funds would be used to carry out activities that would enable the
distribution of New Tactics concepts, ideas, materials, tools and
tactical approaches to human rights advocates across their country
and/or region.

The two partner organizations will be selected from the pool of
organizations that have demonstrated a strong interest in working with
the New Tactics project on initiatives in their country or region, and
have a demonstrated capacity to strengthen and expand the New Tactics
work. These funds are intended to make it possible for human rights
practitioners to share the New Tactics materials and resources for
tactical and strategic thinking as well as examples of innovative
tactics with a broad range of people. 

New Tactics Project will select and support the TWO PARTNERS by
providing them with materials, training and ongoing guidance. Grants
will cover the costs of holding New Tactics-focused activities and/or
translation of New Tactics materials into local languages. Eligible
costs for such activities include staff, printing/photocopying,
translation, and other relevant project activity expenses. 

The two partner organizations will be expected to:

1) Provide exposure to New Tactics materials, resources and training in
strategic analysis and tactical planning in order to strengthen human
rights advocates� ability to identify and incorporate new approaches
into their work; 

2) Provide exposure to New Tactics tactical case study information; and 

3) Facilitate methods for groups to share New Tactics ideas, materials
and resources as well as their own experiences on successful strategic
and tactical activities. 

New Tactics will conduct at least one formal training session for the
two partner organizations. The training will enable each partner
organization to become thoroughly familiar with materials and training
modules already created by the Project.  An initial general orientation
will take place via web and/or teleconferencing with targeted dates
between December 7 and 15.  A second training, specific to each partner
and their implementation plan, will take place via web and/or
teleconferencing in January 2006. 

Proposals received from potential partners will be thoroughly reviewed
and the two partners will be selected based on the following primary
criteria:

- Strength and reach of the dissemination plan.
- Organization history of disseminating materials and building networks
of exchange.
- Number of people and organizations that will be reached with New
Tactics ideas, materials and tools.
- Ability to follow up with a select number of individuals who receive
materials to determine impact of involvement with New Tactics ideas,
materials and tools.
- Integration of a dialogue or exchange component on strategy and
tactics for participants to share what they found to be inspiring or
useful.
- Ability to dedicate additional resources to the work.
- A clear evaluation component of the project.

Additional secondary criteria that may also be considered:

- Assessment plan to determine community needs of new tactics.
- Plan for continued contact with recipients of the information.

At this time, the New Tactics project is able to invite only TWO
organizations. However, through this Request for Proposal process, the
New Tactics Project plans to develop and systematize the selection and
establishment of regional distribution partners so that, as additional
funds become available, new partner organizations can also be invited
and engaged in the project.

New Tactics Website Creation: Development of New Tactics websites in
cross-border languages (e.g., Russian, Spanish, Arabic, etc.) as well as
an outreach component to ensure that human rights advocates and
organizations are informed of the website and the available tools in the
language(s) offered. (Note: Link to New Tactics website:

New Tactics Forums: Conducting forums, workshops, meetings, etc. for
regular discussions in local languages on New Tactics concepts, ideas,
materials, tools and successful tactics being used to advance human
rights. 

Media Dissemination: Local and regional outreach campaigns to encourage
media broadcasting of relevant stories, thereby bringing New Tactics
concepts, ideas and materials to a much broader public audience.
