On-going projects
Here are the new activities and projects that are currently taking
place, organised by the Europa Diversa network. We would also like to
remind you that anyone wishing to take part in the network can do so by
filling in a form which you will find at the end of the document.
Continuation of the "Governing European Cultural Diversity" subject at
the UOC
Next September, the Department of Humanities and Philology of the Open
University of Catalonia (UOC) will offer, for the second time, a subject
course on 'Governing European Cultural Diversity', an Europa Diversa
initiative. The subject, which is taught in English within the
Humanities degree, will have this year an important novelty: anyone can
enrol on the course, even if they have no previous academic credentials,
since it will form part of the @teneu universitari program. You are
invited, if you find it appropriate, to distribute this information to
anyone that may be interested in it. The subject has 6 credits, its fee
is approximately 180-, and will be taught from September to January.

Launch of the ADUM Project website, coordinated by the UOC
The new ADUM Project's website, a virtual community which aims to offer
people and organisations throughout Europe that work for the so-called
"minority" languages, information on the European programmes that can be
taken advantage of to (co)fund projects to promote these languages, has
been recently presented.
The website, whose contents are partially in process of construction,
already avails users with a virtual learning environment to aid the
development of European proposals by bodies and representatives of the
60 linguistic communities in Europe.
ADUM, which will also be available in French and German, will give
access to a database of possible European partners and will allow to
register oneself as an expert consultant. Likewise, it offers a guide on
the design and the preparation of European proposals and a series of
case studies, so that the research groups can get to know what kinds of
problems they may come across, and the solutions that others have found,
when designing proposals for European projects.

Presentation of the International Meeting "Immigration and
Self-government: Theoretical and Institutional Perspectives"
The event, organised by the Department of Political and Social Sciences
of the University Pompeu Fabra and the Ramon Trias Fargas Foundation,
focused on two parallel debates that have not been linked with the
political, social and academic realm in Catalonia: the debate on the new
immigration and the debate on the national fact. The basic aim of this
international meeting was to connect these two debates from the point of
view of self-government of stateless nations. The meeting underlined the
main normative and institutional arguments, as well as the models of
accommodation policies of the immigrants proposed in Quebec, Flanders
and Catalonia. The debate followed descriptive analyses and future
prospects of each political entity. The meeting complemented a study on
"The Immigration in Plurinational States. The case of Catalonia in a
compared perspective" (in Catalan)
Europa Diversa is planning to collaborate with the organizers of the
event in the near future.
Presentation at the UOC of a research report on "Immigration and
Language. The Use of the Catalan Language among young immigrants in
Montsi�"
This final dissertation within the Humanities degree by Marta Tenas is
the result of a field study undertaken in the Catalan region of Montsi�
with the objective to know the current linguistic reality regarding the
use of Catalan by young immigrants aged 15-16, who enter a
Catalan-speaking school system and integrate into a basically
Catalan-speaking society. It also aims to furnish data which may allow
determining the mid-term or long-term future for the Catalan language as
its use or disappearance will partially depend upon the young population
under study.

Other information
New Call for Proposals of the INTI programme (deadline: 22 July 2005)
INTI is a European Union (EU) funding programme for preparatory actions
promoting the integration in the EU member states of people who are not
citizens of the EU. Its aim is also to promote dialogue with civil
society, develop integration models, seek out and evaluate best
practices in the integration field and set up networks at European
level. It amounts to 5 million euros for the 25 Member States for 2005.
Adoption of draft text of the UNESCO Convention on the Protection of the
Diversity of Cultural Contents and Artistic Expressions
The negotiations with a view to adopting the Convention on the
Protection of the Diversity of Cultural Contents and Artistic
Expressions ended with a successful result last June 3rd. The
ratification of the draft text is expected to take place during the next
UNESCO General Conference, to be held in October 2005.
The project aims to guarantee and protect the diversity of cultural
contents and artistic expressions; facilitate the development and the
adoption of cultural policies and appropriate measures for the
protection and promotion of the diversity of cultural expressions, and
finally, to foster wider international cultural exchanges.
The European Union issued a series of recommendations for the UNESCO,
among which there were the need to recognise the specific and
double-fold nature (economic and cultural) of cultural goods and
services, the role of public policies regarding the protection and
promotion of cultural, as well as a request for a restrictive definition
of these goods and services in order to avoid their exploitation in the
field of trade.
How to take part in the Europa Diversa network
Anyone, whether a person or an organisation, sharing to any extent our
concerns and aims can take part in the network, opting for one of three
basic levels of participation:
As users of the services of Europa Diversa: consulting information and
data being disseminated through our website,

- issues of this electronic newsletter and perhaps taking part in some
of the virtual or on-site activities which Europa Diversa shall be
organising.
As collaborators of Europa Diversa: sending in information or data they
feel ought to be disseminated through the website or our newsletter,
helping to identify other people and organisations for Europa Diversa to
contact, or sending us suggestions, proposals or critical remarks about
the Network's activities.
As members of the Network: if they feel that their activity is in line
with the objectives of Europa Diversa and that, over and beyond the
contributions that collaborators may make, they can act as a node in the
network we are building veither in a particular territorial area, or as
a representative of a particular cultural community, or thanks to their
involvement in a particular specialist field.
