ONE THOUSAND PLACES FOR MOLDOVA INHABITANTS IN ROMANIAN PRE-UNIVERSITY

BUCHAREST � Ministry of Education will enable the Romanian youngsters in
Moldova Republic 1,000 places in the pre-university education system in
Romania. There are 850 scholarships and 150 places exempted from the
school taxes and without scholarship. The youngsters in Bessarabia �
graduates of the 9th grade with graduation certificate of the gymnasium
studies, promotion 2005 � will be entitled to 760 places. 50
scholarships will be granted to the graduates in the eastern departments
of Moldova Republic, and up to 40 scholarships of the graduates coming
from Moldova Republic of the 8th grade in Romania, promotion 2005, which
promoted the national tests for the accession to the high-school
education. 
The scholarships are distributed at the admission contest to high school
in Romania. The 150 free of charge and without scholarship places will
be granted for the higher course of the high school by MECT, at the
proposal of the county school inspectorates. The admission contest will
enable the registration of youngsters in Moldova Republic, graduates of
the 9th grade, promotion 2005, who promoted the graduation exams of the
gymnasium in Moldova Republic as well as graduates of the 8th grade,
promotion 2005, in Romania, who promoted the national tests for the
admission to the high-school education and with stable residence in
Moldova Republic. The graduates of the 8th grades in Romania have
priority at the admission. The unoccupied places by the youngsters in
Moldova Republic, graduates of the 8th grade in Romania or the 9th grade
in the eastern department of Moldova Republic are distributed to the
candidates who graduated gymnasium classes.

LAW ON DENYING THE HOLOCAUST BLOCKED IN THE PARLIAMENT

BUCHAREST � Despite the fact it had been enacted on articles, the
deputies resent on Wednesday, June 29, to the Juridical Commission, the
law draft on banning the fascist, racist or xenophobic organizations and
symbols. The decision was made without a clear reason and brings about
the blocking of a long-expected normative act.
Though the law had been passed on articles and the only thing necessary
was to be finally passed in the plenum, the vice-president of the
Chamber Dan Radu Rusanu, namely the one who led the plenum session and
PRM deputy Tudor Marcu, one of the supporters of the law draft, resent
the normative act to the Commission, without giving a logical
explanation. After the plenum had already voted, PRM deputy Tudor Marcu
reached the conclusion the law must come back to the Juridical
Commission. The vice-president of the Chamber of Deputies Dan Radu
Rusanu had a strange attitude, subjecting the proposal of PRM deputy to
another voting, prior to announcing the results of the other vote. The
leader of UDMR group in the Chamber of Deputies Marton Arpad drew the
attention it is not legal the resubmission to the commission of a
project previously passed on articles and which should have been given
the final vote.
All these actions had no result. The law had a sinuous legislative
direction. The appeal or public defamation of the People�s Heroes and
Martyrs as well as of the traditions and historic symbols of Romania are
penalized with detention from 6 months to 5 years, decided on Thursday,
June 23 the deputies, who also settled the same punishment for the
public denial of the Holocaust.

DECISIONS TO RETROCEDE SOME ETHNIC HUNGARIAN CHURCH DWELLINGS

BUCHAREST � On Thursday, June 23, the Restitution Commission decided to
retrocede some ethnic Hungarian historic church dwellings. According to
the chairman of the Commission secretary of state Marko Attila there
were passed principle decisions as regards 19 dwellings. Through this
decision, the Reformed Diocese along Piatra Craiului will reacquire two
dwellings, the Reformed Diocese in Transylvania reacquired 3, the
Romanian-Catholic Episcopate in Timisoara 11, the Romanian-Catholic
Episcopate in Oradea 1, and the Romanian-Catholic Archiepiscopate 2
dwellings.
The most important retrocession of all is that of the building of
High-school Csiky Gergely in Arad, which will be given back to the
Romanian-Catholic Episcopate in Timisoara. During the same session of
the Commission, definitive restitution decisions were passed in case of
the 11 dwellings confiscated to the ethnic Hungarian historic churches.
The Reformed Diocese along Piatra Craiului is being given back one
dwelling, the Reformed Diocese in Transylvania will receive 6 dwellings,
the Romanian-Catholic Episcopate in Oradea one dwelling, the
Romanian-Catholic Episcopate in Timisoara one dwelling and the
Romanian-Catholic Archiepiscopate of Alba Iulia 2 dwelings.

UDMR CHIEF UNHAPPY WITH INFRASTRUCTURE DEVELOPMENT

BUCHAREST � The Democratic Alliance of Hungarians in Romania (UDMR)
would have wanted the government to give more importance to the programs
for developing the infrastructure, party leader Marko Bela said
yesterday. "The issue of infrastructural development was not considered
enough and, until now, we have no coherent strategy in the field I am
not only referring to roads, but also to all the things connected with
infrastructure, although, in this moment, one of the most important
problems Romania has is related to the infrastructure," Bela said. Bela
did not deny disputes existed within the governing coalition, but said
the differences of opinion will not lead to early elections or to the
coalition's break up. Bela said it is normal for differences to exist
inside a coalition, but it is important for the differences to be
properly resolved. The UDMR leader said a coalition does not mean the
members become a single political party, so it is natural for
disagreements to exist.
