It appears unlikely that the U.S-Russian summit last week resulted in a
breakthrough on the critical subject of Russia's blocking foreign funds
for nongovernmental organizations (NGOs). President Putin is setting up
an elaborate legal structure to deny organizations he does not wholly
approve of funds that have been coming in from abroad and his party in
the state Duma will no doubt approve a budget supporting those
organizations that he deems "correct." President Bush was probably told
that this is the Russian way and that state-funded democracy is the
best.
