NEW RUSSIAN LAW TO TIGHTEN CONTROL OVER NGOS. The government has sent
legislation to the State Duma that would make it harder for foreign and
Russian donors to assist nongovernmental organizations (NGOS), "The
Moscow Times" reported on July 22. 

RUSSIAN ORTHODOX LEADER ATTACKS HUMAN RIGHTS MOVEMENT. A leader of the
Russian Orthodox Church declared that Russia's human rights movement has
discredited itself and called for new leaders to take it over, according
to MosNews.com citing an interview broadcast on July 19 on the Orthodox
radio station Radonezh with the head of  external ties of the Moscow
patriarchy, Metropolitan Kirill. 

DUMA REJECTS CRIMINALIZING DISPLAY OF NAZI SYMBOLS. On July 9, Russia's
State Duma refused to make public use of Nazi symbols a crime and
rejected amendments to the criminal code that called for up to three
years in prison for using Nazi symbols in public, according Interfax.
But Andrei Loginov, the government representative in the Duma, said that
the government is prepared to work on the bill to shape a law that would
increase responsibility for using Nazi symbols. 

CEMETERY VANDALIZED, LEAFLETS ATTACK JEWS. Two antisemitic incidents
have taken place in Petrozavodsk, Russia (Republic of Karelia) over the
past few days, according to reports by the AEN news agency.  

ROCKS SHATTER WINDOWS OF ODESSA SYNAGOGUE. For the third time since the
beginning of this year, unidentified vandals threw rocks through the
windows of the Chabad synagogue in Odessa, according to a July 19 report
by the AEN news agency. 

UKRAINIAN MP EXPELLED FROM OPPOSITION FOR RACIST REMARKS. The latest
instance of a Ukrainian member of parliament making a public antisemitic
statement resulted in his exclusion from the opposition bloc known as
Our Ukraine, according to local media reports.  

OSCE CHARGES 'LINGUISTIC CLEANSING.' "Today's forced closure of the
Moldovan School in Tiraspol is nothing less than linguistic cleansing,"
stated High Commissioner on National Minorities Rolf Ekeus on July 15,
according to a press release by the 55-nation Organization for Security
and Cooperation in Europe (OSCE). 

CHIRAC DEFENDS HIS STANCE AGAINST RACISM. French President Jacques
Chirac repeated calls for more vigilance against religious intolerance
and racism in his interview marking Bastille Day, news agencies report.

FATE OF 37 AFRICAN MIGRANTS IN ITALY UNCERTAIN. Italian authorities have
rejected asylum bids by 37 Africans who landed in Italy after a
three-week voyage aboard an aid agency ship, but many of the men might
be allowed to stay for humanitarian reasons, according to the Associated
Press citing RAI state television. 

* * * QUOTE OF THE WEEK, A FLIGHT FROM FREEDOM * * * Discussing public
opinion polls in Russia indicating "a preference for order over freedom,
suspicion of democracy and the free market, and nostalgia for the Soviet
Union," Richard Pipes, professor emeritus of history at Harvard and
former national security adviser, was quoted in "The Moscow Times" of
July 6 as saying: "Russians emerge as a people who mistrust everyone
except their closest family and friends, as individuals who, in the
words of one opinion survey, live in 'trenches,' feeling themselves
surrounded on all sides by enemies." His words are condensed from an
article in the May / June issue of the periodical "Foreign Affairs."
