MINELRES: Bulgaria: Roma Shadow Report on the Implementation of the FCNM

Dear friends: 

Please find enclosed the 'Bulgarian Roma Shadow Report on Implementation
of the Framework Convention for Protection of National Minorities'. The
Report has written by mixed team of two Bulgarian Roma Human Rights
organizations, namely Human Rights Project (HRP) and Romani Bacht
Foundation (RBF). The aim of the text is to give the Roma point of view
on the implementation of the requirements of the FCNM. On April 9 2003
the Bulgarian government sent to the Council of Europe its first Report
on the execution of the FCNM. 

The general editor of our Report is Ms. Kamelia Anguelova from HRP.
Please take note, that the Report covers the developments in the sphere
of the minority rights of the Roma in Bulgaria up to August 2003. That
is why the adoption of the Anti-discrimination Law that became on
September 16, 2003 was not reflected in the text. 

The Roma Shadow Report was printed as booklet in English and in the
closest future will be publised in Bulgarian.
