"Participation of young people in the prevention and fight against
violence in everyday life"
For the third year running, the Council of Europe organises the
"Young active citizens" Award, promoting active participation of
young people in society.
Any concrete and sustainable measure, action or project in support
for young people's active participation on local and/or regional
level in the prevention and fight against violence in every day life
is welcome to apply!
The Award aims at promoting and supporting the development of the
project and at the promotion of the Council of Europe's Youth
Sector's philosophy of co-management. The Revised Charter on
participation of young people in local and regional life as adopted
by the Congress of Local and Regional Authorities of Europe is a
source of inspiration.
Who can apply?
-young people, their NGO's or representative organisations, networks
or other structures.
-local and/or regional authorities.
in all the States parties to the European Cultural Convention.
What kind of projects?
-projects have been implemented in 2003 and finish 15th of May 2004
at the latest.
-projects can address any kind of violence in every day life:
domestiv violence, gang violence, violence in and around school,
gender based violence, violence motivated by racism and extremism?
-projects show cooperation between young people, their organisations
and local or regional authorities.
-projects can address the problem in different ways: campaigning,
prevention, training, ?

>From 2004, the Award will focus on youth participation at local and
regional levels.
1. Aims and objectives of the 2004 Award
The Young Active Citizens Award 2004 aims, in particular, to
encourage cooperation between local and/or regional authorities and
young people. Any concrete and sustainable measure, action or project
in support for young people's active participation on local and/or
regional level in the prevention and fight against violence in every
day life is welcome to apply. In this new format, the Award
represents a concrete contribution of the Directorate of Youth and
Sport of the Council of Europe to the implementation of the revised
European Charter on participation of young people in local and
regional life" adopted by the Congress of Local and Regional
Authorities of Europe (CPLRE) in May 2003. Furthermore, the Award
wants to visualise the Council of Europe's youth sector's philosophy
of co-management in the creation and implementation of measures for
young people's active participation. In this context, and as a
contribution to the work of the Council of Europe's youth sector on
the prevention of violence, the 2004 Young Active Citizens Award will
be rewarded to outstanding measures, actions or projects aiming to
promote active participation of young people in the prevention and
fight against violence in everyday life.
The general objectives of the Award are:
- to promote innovative initiatives for the promotion of active
participation of young people at local and regional levels;
- to contribute to the implementation of the Council of Europe
Charter on participation of young people in local and regional life,
and of the priorities of the youth sector;
- to highlight and disseminate examples of good practice;
- to increase the visibility of the youth sector and the work of the
Council of Europe.
2. The theme of the 2004 Award
The theme of the Award in 2004 is "Participation of young people in
the prevention and fight against violence in everyday life".
Initiatives may focus on specific issues such as:
� Domestic violence
� Gang violence (including violence in and around sport arenas)
� Violence in and around school
� Awareness-raising and training (formal and non-formal) for young
people
� Gender based violence,
� Violence motivated by racism and extremism;
� other
3. Entrants
The competition is open to local and/or regional authorities, as well
as to non governmental youth organisations and networks, and other
structures involved in youth work, in the States parties to the
European Cultural Convention. In view of its objectives, the Award
will preferably be granted to measures, actions or projects that have
been developed or implemented jointly or in co-operation between
youth organisations/networks/structures and local or regional
authorities, and submitted on a joint application.
4. Criteria
The Award will be given to (policy/strategic) measures, actions or
projects that aims at supporting and facilitating active
participation of young people (or/and youth organisations/networks)
in the prevention and the fight against violence in everyday life.
Such initiatives are designed and implemented according to the values
and principles of the Council of Europe, and, in particular, those of
the Revised Charter on participation of young people in local and
regional life. Initiatives should be implemented in 2003 and
completed before 15/05/04.
5. Jury
The Jury are members of the Programming Committee of the European
Youth Centres and the European Youth Foundation, as well as the
Council of Europe Director of Youth and Sport or his/her
representative, and one representative of the Congress of Local and
Regional Authorities of Europe (CLRAE).
6. Calendar
- Deadline for the submission of projects: 15th of May 2004.
- Meeting of the Jury: June 2004.
- Award ceremony: on the occasion of the final Conference of the
Integrated Project "Responses to violence in everyday life", which
will be organised by the Council of Europe, in Strasbourg, in October
2004.
7. Prizes
The winning initiatives will be Guests of Honour at the Council of
Europe's Conference "Responses to violence in everyday life" in
Strasbourg, October 2004. The prizes want to boost the visibility,
the impact and the acknowledgement of the initiatives, the Revised
Charter on participation of young people in local and regional Life,
and the work of the Council of Europe youth sector. Detailed
information concerning the Prizes will be available in February 2004.
