1. INTRODUCTION

The Forum for Philosophy and Public Policy at Queen's University is
organizing a multi-year, research project on citizenship, democracy and
minority rights in multiethnic states, under the direction of Prof. Will
Kymlicka. As part of this project, the Forum distributes a quarterly
newsletter updating recent developments in the field, of which this is
the thirty-second issue. We hope that it will be of interest to anyone
working in the field, whether in academia, public service, or
non-governmental organizations.

2. UPCOMING CONFERENCES

An event called "Race, Nation and Ethnicity in the Afro Asian Century"
will be hosted by the African American Studies Department of Boston
University from April 9-10, 2004, at the Photonics Center in Boston.
Among numerous other topics, the conference will look at race and
ethnicity in relation to transnational immigration, the construction of
cultural identity, national cultures and international relations. To

The Nordic Association for Canadian Studies (NACS) will host a series of
seminars to be held in the Nordic Countries during April 17-22, 2004.
The four-part series, entitled "Popular Sovereignty and Democracy in
Multi-National and Poly-Ethnic States: Constitutional Processes in
Canada and the EU Compared", will involve seminars in Aarhus, Denmark;
Oslo, Norway; Gothenburg, Sweden and Copenhagen, Denmark. Speakers
include; Melissa Williams, Andrew Bennett, John Erik Fossum, and David

The National MultiCultural Institute (NMCI) will present its 19th Annual
Conference in Bethesda, Maryland, from April 29-May 2, 2004. The event
is called "Diversity and Coalition Building in Times of Crisis: At Home
and Abroad". It will offer an opportunity for participants to meet and
interact with others involved in workplace diversity, human resources,
multicultural education, cultural awareness and cross-cultural dialogue,
and to develop useful diversity-oriented resources for personal and

The Centre for Studies in Social Justice and the Faculty of Arts and
Social Sciences at the University of Windsor will host an event called
"Imagining Diasporas: Space, Identity and Social Change" from May 14-16,

The World Congress on Language Diversity, Sustainability and Peace will
be held in Barcelona from May 20-23, 2004, at the Barcelona
International Convention Centre (CCIB). Hosted by the Linguapax
Institute and the Forum of Cultures Barcelona 2004, the Congress will
provide an opportunity for scholars working on issues of language
diversity, sustainability and peace to discuss recent work on these

A conference organized by the European Centre for Minority Issues (ECMI)
will consider the topic "An Ever Diverse Union? The Future of
Minority-Majority Relations in an Enlarged Europe". The event will take
place on 26 May 2004. Its aim will be to provide an examination of the
challenges that eastward enlargement poses to the evolution and future
regulation of minority-majority relations in the EU. The conference will
also seek to generate debate on issues of immediate concern to future

The UK Association for Legal and Social Philosophy will organize their

The Academy of Social Sciences in Australia is sponsoring a workshop on
"Australian Multiculturalism and Political Theory: Balancing Rights and
Responsibilities in a Diverse Society" to be held at the University of

The Centre of East European Studies at Warsaw University and the
Association for the Study of Nationalities will host a convention
entitled "Nationalities and Pluralism from Old to New Worlds - East
Central Europe and Post-Soviet Countries: Nations, Nationalities,
Culture, Religion, History and Politics". This convention (which is
distinct from the ASN Annual World Convention held in New York City)
will take place at Warsaw University from July 18-21, 2004. The main
theme of the convention is the fate of nationalities and national

The World Conference on Human Movements and Immigration (HMI) will be

A conference organized by the Danish Research Network for Equality and
Pluralism and the Institute of Philosophy and the Study of Religions at
the University of Southern Denmark will take place from September
30-October 2, 2004, at the University of Southern Denmark in Odense. The

A conference called "On the Margins of Nations: Endangered Languages and
Linguistic Rights" will be held from October 1-3, 2004, in Barcelona,

The 13th Nordic Migration Conference will take place at Aalborg

Journal Special Issues and Symposia

A recent issue of the Australian Journal of Politics and History (Vol.
50, No. 1, March 2004) contains eight articles about federalism and
territorial autonomy. Some articles examine these topics by looking at
specific regions; others consider global developments in the theory of
federalism. Each article is a revised version of a paper presented at a
conference called "Transcending the National" held at the University of
New South Wales in July, 2002.

The journal Identities recently published a special issue on the
relationship between national identity and sport (Vol. 10, No. 4, 2003).
This issue, which follows a Brunel University conference on "The Nation
and Sport", covers an assortment of interesting themes, including rugby
and Irish identity, College football and American identity, soccer and
Norwegian identity, and the connection between the identities of women
and bullfighting.

The journal Curriculum Inquiry recently published the initial volume of
a special series on multiculturalism in education (Vol. 33, No. 4,
2003). This volume follows a 2002 conference named "Experiential
Approaches to the Study of Multiculturalism in Education" held in
Toronto. The aim of both the conference and this special volume was to
explore new ways of looking at multiculturalism, particularly
"experiential" and "narrative" approaches to dealing with multicultural
issues (both group and individual) in education.

A special issue of the journal Patterns of Prejudice (Vol. 38, No. 2,
June 2004) includes a collection of five case studies of the role of
monotheistic religions in (extremist) politics around the globe. Guest
edited by Stella Rock, the issue contains articles by Markku Ruotsila
(on Christian premillennarism in pre-war Britain), Alexander Verkhovsky
(on Islamophobia and antisemitism among Russian Orthodox nationalists),
Martin Durham (on Christian fundamentalism in the United States),
Ebenezer Obadare (on Islamic fundamentalism in Nigeria) and Shai
Bermanis/Daphna Canetti-Nisim/Ami Pedahzur (on Jewish fundamentalism in
Israel).


4. CALL FOR PAPERS

The Essex Human Rights Review (EHRR), a new online publication edited by
graduate students at the University of Essex, is now accepting essays,
book reviews and other contributions on contemporary human rights
issues,
primarily (but not exclusively) in the areas of law, political science,
sociology, and philosophy, covering both the academic and the practical
aspects of human rights. For the June 2004 issue, submissions that focus
on defending human rights in Africa, the rights of minorities and the
Roma in particular, and human rights in religion, are particularly
welcome. Submissions should not exceed 8,000 words for articles and
3,000 words for other items (e.g. book/conference reviews), and should
be emailed in MS Word format, together with full contact details, to:
[email protected] 
Submissions should also be received by April 16, 2004.

Submissions are invited for a special issue of the journal Patterns of
Prejudice (vol. 39, no. 2, June 2005) on 'Colonial Genocide', to be
guest edited by Dan Stone and A. Dirk Moses. Contributions are invited
that analyse colonial genocides and demonstrate linkages between these
and later genocides, in terms of ideas, personnel and materiel, as well
as contributions that develop theoretical reflections on the nature of
genocide as a phenomenon that can be understood in terms of long-term
historical trajectories. Papers should be submitted by 31 August 2004.
They should be a maximum of 7,000 words with documentation. Please see

A new guide to the Framework Convention for the Protection of National
Minorities is posted on the website of the Southeastern Europe division
of
the Center for Documentation and Information on Minorities in Europe
(CEDIME-SE). The guide is an extensive database including country
reports
and implementation histories for Council of Europe members.

DiversityCentral.com is a business-oriented website aimed at managing
diversity in the workplace and developing "cultural intelligence" in
business relationships. This comprehensive website includes numerous
resources to assist businesspersons and leaders of large organizations
in managing issues associated with cultural diversity. Among other
resources, the website makes available a "diversity store" where
educational products dealing with diversity can be purchased, and a
listing of "diversity events" relevant to diversity education in the
workplace.

The European Commission Against Racism and Intolerance (ECRI) of the
Council of Europe released five new reports examining racism,
xenophobia, anti-Semitism and intolerance in Belgium, Bulgaria, Norway,
Slovakia and Switzerland. These reports, which are published in English,

The Multicultural Supersite (by Paul Gorski) attempts to narrow the gap
between multicultural education theory and practice by providing
information and research resources for in-service teachers, pre-service
teachers, and teacher educators. Everything from useful websites to
"best practice" summaries to lists of current publications is

The website of the National MultiCultural Institute (NMCI) contains a
large number of links, reports, and other information on
multiculturalism in business, commerce and large organizations, mainly
relevant to groups in the United States. The website mainly provides
access to products created and promoted by NMCI, but also available are
conference updates and practical studies focussing on the "new skills
and knowledge required in fields such as workforce diversity, human
resource management, education, and conflict resolution."

Two projects on bilingualism were recently posted on-line by the Centre
for Research and Information on Canada (CRIC). The first project is
called "Bilingualism: Part of Our Past or Part of Our Future?", and the
second is a national opinion poll about the popularity of bilingualism
in Canada.

6. COURSES AND FELLOWSHIPS

The Summer Session on Federalism is a two-week study and travel program
offering young professionals and scholars an opportunity to learn how
federalism works in practice in two different federal countries. From
August 29-September 12, 2004, sixteen participants from countries around
the world will explore theories, governmental structures, mechanisms and
issues critical to federal systems. The Summer Session is organized in
partnership with the Summer University at the Institute of Federalism in
Fribourg, Switzerland. The program of study will include field trips to
Switzerland and Bosnia-Herzegovina, incorporating visits to each of the
federal capitals and to a canton in each federation. The curriculum will
feature academic sessions, discussions with politicians and officials,
an
intergovernmental negotiation simulation, and tours of government
institutions in both of the countries visited. For additional

The European Academy of Bolzano invites civil servants, journalists,
teachers, graduate students and lawyers to apply for a course on
"Minority
and Diversity", the fifth module of the Master's Programme in European
Integration and Regionalism, to be held from June 14-25, 2004 in
Bozen/Bolzano, Italy. The initial phase of the course will see leading
experts present on international and inter-regional systems of the UN,
OSCE and Council of Europe. The second phase will concentrate on the
linguistic, educational and political rights of minorities as found in
