Second Training Workshop for Minorities for the Year 2004
DEADLINE: 31 OCTOBER 2003
Background
With a view to build up the capacity of civil society on minority
rights, provide minority representatives with opportunity to gaining
knowledge on international human rights and minority rights in
particular, and encourage the worldwide network on minority issues, the
Office of the High Commissioner for Human Rights (OHCHR) co-organized a
joint training workshop with the non-governmental organization Minority
Rights Group (MRG) from 5 to 16 May 2003 in Geneva.
Twenty-five minority representatives from nineteen countries
participated in the training. They received the training on
international human rights standards and UN human rights monitoring
mechanisms. In addition, non-governmental organizations shared their
experiences of advocacy and networking with the grass root minority
organizations with a view to more effectively work with United Nations
bodies, in particular the Working Group on Minorities. They have also
participatedin the 9th session of the Working Group, raising their
concerns and engaging in a dialogue with governments. Their statements

The OHCHR has decided to organize, in cooperation with MRG, the second
training workshop either in late February or mid May 2004, depending on
the dates of the 10th session of the Working Group, in Geneva.
Program of training
The program has the following elements:
1. Training, Mandat International Center, Geneva
A five-day intensive training prior to the 10th session of the Working
Group on Minorities, will be provided. The programme will cover the
international human rights instruments with the focus on minority rights
and the United Nations human rights monitoring mechanisms. During the
workshop, time will be devoted to the preparation of interventions of
participants to be presented during the 10th session of the Working
Group.
2. Tenth session of the Working Group, Palais des Nations, Geneva
The participants will attend the 10th session of the Working Group for
five days. For further information on the Working Group, please visit

Working Group, the participants will have possibilities to make
statements on minority situations of their community or country with a
view to dialogue with governments and international community. In
addition, they will also have advocacy opportunities with other UN
agencies and international NGOs.
It is expected that, at the end of two week training, minority
representatives will have basic knowledge on United Nations system,
international human rights mechanisms, in particular those with
relevance to minorities. Moreover, once returned back to their
communities, trainees are expected to use knowledge and experiences
gained in their work, disseminate the information on minority rights and
network in the field of minority rights.
Second training workshop of 2004
>From 8 to 10 trainees will be selected for 2004 to participate in the
training and the 10th session of the Working Group on Minorities, upon
the availability of funds. As explained above, the workshop will be
either from the end of February to early March 2004, or from mid to the
end of May 2004.
The successful candidates will receive the following support:
- An economic class return air-ticket from the place of residence to
Geneva, and
- A stipend to cover the accommodation and meals for the duration of
training in Geneva.
Selection criteria and process
The final selection of trainees will be made by the Secretariat, in
consultation with UN country offices, non-governmental organizations and
other partners. Gender, geographical balance and general human rights
situation in the respective countries/regions will be taken into account
in the selection process. The successful candidates will be informed
about the result by the end of November or early December 2003.
The following conditions should be met for both the candidate and
supporting organization or community.
The candidate
- Commitments in working on human rights and minority rights in
particular at community level.
- Application should be supported and endorsed by the
organization/community that recommend the candidates,
- Basic understanding and speaking skill in English.
The supporting organization/community
The overall aim of the programme is to empower minority
organization/community by providing training on human rights
instruments, it is therefore important that candidates be recommended by
their organization/community.
