The European Yearbook of Minority Issues provides a critical and timely
review of contemporary developments in minority-majority relations in
Europe. It combines analysis, commentary and documentation in relation
to conflict management, international legal developments and domestic
legislation affecting minorities in Europe.

Part I contains scholarly articles and, in 2001/2, features three
special focus sections ('Minority Rights as a New Regime of Multilevel
Governance in Europe', 'Non-Discrimination' and 'Complex Power-Sharing
Arrangements as a Means of Overcoming Self-Determination Disputes'),
accompanied by a miscellaneous articles section.

Part II reviews the implementation of minority legislation and
international standards at the universal and regional levels as well as
new developments in relation to them and contains a chronology of
events.

Apart from providing a unique annual overview of minority issues for
both scholars and practitioners in this field, the Yearbook will be an
indispensable reference tool for libraries, research institutes as well
as governments and international organisations.

JEMIE Special Focus: Will Kymlicka and Exporting Liberal Pluralism:
Western Political Theory and Ethnic Relations in Eastern Europe

Are Western models of multiculturalism and minority rights relevant for
the post-Communist countries of Central and Eastern Europe? Taking the
theories of Will Kymlicka as a starting point, this electronic symposium
analyses the suitability of exporting Western models of liberal
democracy to the countries of Central and Eastern Europe (CEE). In an
introductory essay, Professor Kymlicka explores the social and political
conditions that have led to the adoption of such models in the West and
considers the various factors which might make their adoption difficult
in CEE. In addition, he examines the potential role that the
international community can play in overcoming these obstacles.

This Special Focus aims to generate further debate on this timely issue.
Further commentary and criticism has been solicited from a number of
leading academics and practitioners across Europe - East and West - and
the Editors encourage further debate especially from younger academics
and practitioners.

According to the International Election Observation Mission (IEOM), the
parliamentary elections held in the Republic of Macedonia on September
15, 2002 may be seen as a significant step towards restoration of a
"sustainable political process" in Macedonia. The new election laws
adopted in 2002 were able to deal with shortcomings observed in the
past, and provided an adequate legislative framework for the election.

Sasse, Gwendolyn. Conflict-Prevention in a Transition State: The Crimean
Issue in Post-Soviet Ukraine. In: Nationalism and Ethnic Politics, vol.
8, no. 2, Summer 2002, 1-26.

Ukraine's post-Soviet state-building has been characterized by two
simultaneous, yet contradictory trends: the strengthening of the
political institutions of the central state and a process of selective
autonomization of Crimea. The Crimean issue with  its different ethnic,
historical, regional and international dimensions posed a considerable
challenge to the 'new' Ukraine. Ethno-regional conflict was widely
expected to erupt in Crimea during the first half of the 1990s. Parallel
institution-building at the regional and national levels, in particular
the protracted elite bargaining over Crimean autonomy, helped to
integrate the region into the Ukrainian polity. The author argues that
the political process behind the establishment of Crimean autonomy has
been far more significant for conflict prevention than the actual
institutional outcome which is politically weak, albeit symbolically
significant.
