RUSSIA UNDERMINES THE RULE OF LAW, MAY CURB MINORITY RIGHTS AND MASS
MIGRATION

The Kremlin's responses to three current challenges will shape the
future of human rights and democracy in Russia. The first challenge is
front page news and has a relatively short fuse, though the
investigation of the giant oil company Yukos and the likely criminal
trial of its executives might last longer and turn out to be more
extensive than it now appears. The second challenge, so far claiming
mostly op-ed page attention, is the treatment of Muslims, a large and
important minority throughout Russia, whose fate the public is
increasingly linking to the war in Chechnya, which itself is now
spreading beyond Chechnya's borders. The third challenge, meriting only
back-of-the-paper feature pages these days, is posed by a gradually
accelerating mass immigration from China, and it calls for the
development of long-range policy planning. At this time, none of the
three challenges requires decisive moves before the December Duma
elections, but that may change in response to events or to the
exigencies of the election campaign...
