1. New ECMI staff members
-----------------------------------------

ECMI is delighted to welcome 2 new staff members. Tom Trier joined the
ECMI staff in October as Senior Research Associate. With a background in
social anthropology, he focuses on ethnonational and migration issues in
Eastern Europe and the CIS, particularly in the Caucasus region. He
coordinates ECMI activities in the Caucasus and conducts research on
interethnic and minority-state relations in the region. Eben Friedman 
joined the ECMI staff as Research Associate in October. He holds an MA
in political science from the Johns Hopkins University and a PhD from
the University of California, San Diego. His research interests have
focused on policy toward Roms and more broadly on interethnic relations
in post-Communist Slovakia and Macedonia. At ECMI, he will devote his
work to ethnonational issues in the Balkans, particularly in Macedonia
and Montenegro.

2. New ECMI Board Members

ECMI is pleased to announce the addition of 2 new representatives to its
Board. Gunilla Carlsson is a Member of the Swedish Parliament and of the
European Parliament. Eva Kjer Hansen is a Member of the Danish
Parliament and of the European Parliament.

6. JEMIE Special Focus on Developments in 
   Non-Discrimination Legislation
-------------------------------------------

Are non-discrimination rules a proper tool for advancing minority rights
and is there even such a thing as an enforceable right to be different
in a democratic state? What role, if any, does the concept of equality
play in advancing minority rights protection and how far should the law
seek to implement formal or material equality?

This Special Focus seeks to provide answers to these questions as well
as identify emerging approaches to legislating non-discrimination and
equality. The authors examine new international legal rules (such as the
12th Additional Protocol to the European Convention of Human Rights) and
current trends in international and comparative constitutional
jurisprudence and practice. Apart from legal issues, authors also look
at the political consequence of advancing non-discrimination
legislation, particularly with respect to minority-majority relations.
