In both Western and Eastern Europe, mass immigration from poor
countries is turning into a central political problem, raising thorny
issues of human rights, xenophobia, and racism. New governmental
regulations are being developed at a fast pace. As for refugees, their
rights, though theoretically protected by international conventions,
may be ignored, and the governments in control will manipulate them
with greater ease than before.
