Dear Mr. Stoel,
I would like to express my pleasure for our recent meeting in Skopje and the talks we had on that occasion. At the same time, I would like to express my gratitude for your efforts aimed at overall stabilizing and permanent promoting of the inter-ethnic relations, what is a very important precondition for preserving the peace and security not only in Macedonia but in the Balkans in general as well.
Following your recommendations, I would like to inform you that I fully agree with you that the Law on Elections and the Law on Local Self-Government should be raised at the newly elected parliament of the Republic of Macedonia in the nearest future, which will eliminate the inadequacies noted during these elections. The passing of the Law on local Self-Government, as you have noticed as well, will regulate a number of vital issues regarding certain rights of the minorities, what will directly influence the further stabilizing and promoting of inter-ethnic relations.
Bearing in mind your recommendation for reconsidering the provision of the Law on Citizenship, which is one of the basic principles for obtaining citizenship stipulating 15 years of permanent residence in Macedonia, I would like to inform you that after the law was passed, 99.000 persons in Macedonia applied for citizenship on various grounds. Out of these applications, 5.400 were rejected, some 1.9OO due to failing to fulfil the legal requirement concerning the length of permanent residence in Macedonia.
The Macedonian Government, being aware of the great significance of the education and its promotion for every state in general, makes groat efforts in order to provide continuance of education for a great number of persons, even after finishing primary school, by way of preparing educational programmes. It especially takes care of persons belonging to the Albanian minority, by allowing so called quotas in a number of secondary schools, what enable them to continue their education under very favourable conditions compared to other students.
With regard to the situation concerning the informing of the Albanian minority, I enclose herewith the Review of the Ministry of Information, in order that you can be introduced with the situation in this field in detail.
At the end, I would like to express my gratitude once again for your efforts and engagement aimed at contributing to the further promotion of the inter-ethnic relations in our country, for what there exist great interest on our side and for what we make great efforts, first of all by accepting international norms and standards regarding the rights of the national minorities and their full observing as well as by our readiness for their permanent promotion. I believe that we will continue our cooperation on these issues in the future.

Programmes in the Albanian language
The section for programmes in the Albanian language at the Macedonian Radio and Television broadcasts:
Programmes in the Turkish language
The section for Programmes in the Turkish language at the Macedonian Radio and Television broadcasts TV news of 30 minutes every day (only the TV news on Sundays lat 15 minutes).
The following programmes are broadcasted during the week:
Debating, contact and informative live programme = 50 minutes
The section for programmes in the Turkish language is obliged to prepare five programmes (children's, documentary, music, cultural and youth), while the rest of the broadcasted programmes are mainly from the neighbouring countries, that is, from Turkey.
Programmes in the Serbian, Rhoma and Vlach languages
In addition to the programmes in the Albanian and Turkish language, the Macedonian Television also broadcasts TV news in Serbian ("vidici"), Rhoma ("Dijendite") and Vlach ("Nedelnik") 30 minutes each. These TV news are broadcasted once a week, that is, on Tuesday, Wednesday and Thursday. The sections for programmes in the Serbian, Rhoma and Vlach language, are obliged to prepare several documentary programmes during the year, which are broadcasted within the framework of the overall programme of the Macedonian Radio and Television.

Programmes in the Albanian language
Within the framework of the programmes on the Macedonian Radio, programmes of 8,5 hours in the Albanian language are broadcasted every day. The programmes in the Albanian language begin at 05.00 hrs a.m. and last until 10.30 a.m. The afternoon programmes begin at 25.30 hrs and end at 28.30 hrs.
3.570 minutes of programmes in the Albanian language are broadcasted every week.
It is 510 minutes per week, out of which 290 minutes belong to conversation and 320 minutes to music.
Structure of the programmes:
Programmes in the Turkish language
The programmes on the Macedonian Radio also consist of 5 hours programmes of all fields in the Turkish language every day. The programmes begin at 20.30 hrs and end at 15.30 hrs.
These programmes are mainly consisted of information (50 minutes every day) and conversation and contact programmes - up to one hour. programmes from the field of culture, education, health ... up to one hour, radio-drama: 50 minutes to one hour, music programmes up to one hour, and other programmes.
Programmes in the Vlach and Rhoma languages
Informative programmes in the Vlach and Rhoma languages are broadcasted within the framework of the Macedonian Radio every day, with duration of 30 minutes each and between 20.30 hrs. and 19.30 alternately.
