OF THE COMMITTEE OF MINISTERS TO MEMBER STATES
ON THE IMPLEMENTATION OF RIGHTS OF PERSONS
BELONGING TO NATIONAL MINORITIES

at the 476th meeting of the Ministers` Deputies)
The Committee of Ministers, under the terms of Article 15.b of
the Statute of the Council of Europe,
Considering that many problems and difficulties exist in Europe
today because the rights of persons belonging to national
minorities are not fully respected;
Concerned that this situation may lead to increased tension,
strife and violence in Europe;
Conscious that states do not always fulfil their obligations and
commitments under international instruments, resulting in
national minorities being treated badly, and also that states
do not make use of existing mechanisms which could resolve some
of the disputes;
Aware that if states were to implement their obligations under
existing international instruments the difficulties of persons
belonging to national minorities would be greatly improved;
Recommends that the governments of member states should, as a
matter of urgency, ensure that they implement all their
obligations and commitments under international instruments to
persons belonging to national minorities and make use of the
existing mechanisms which could alleviate the problems of
