3. Brief News

* Two Mafia groups of Russian Cossacks have clashed in the Gali
district of Abkhazia. A grenade launched by one of them hit an
armoured personnel carrier of the RPF (Russian Peacekeeping Force),
wounding seven peacekeepers.

* An armed conflict burst out between Russian peacekeepers and Abkhaz
gunmen on December 5, due to their rivalry in the tangerine business.

4. ARDZINBA HIMSELF WILL  TAKE CARE OF REFUGEES FROM THE GALI DISTRICT 

In his interview with the Abkhaz Radio, Vladislav Ardzinba, the leader
of Abkhazia, said Abkhaz authorities resolved to repatriate refugees
to the Gali district of Abkhazia on their own. He blamed Tbilisi for
impeding the repatriation and spoiling his planned tet-a-tet meeting
with Eduard Shevardnadze.

3. ARDZINBA ACCUSING GEORGIA

According to the newspaper, Tbilisi was ready to compromise in the
Georgian-Abkhaz peace talks, provided safe repatriation of the
refugees to the Gali district of Abkhazia is guaranteed. Particularly,
Georgia demanded to re-deploy Russian peacekeepers from the Enguri to
the Ghalidzga river (the border between the Gali and Ochamchire
districts) but Sukhumi objected. For its part, Russia refused to allow
300 UN peacekeepers - who may guarantee refugees' safety - into the
conflict zone.

4. THE OSCE GOING TO OPEN ITS MISSION IN ABKHAZIA

According to Irakli Menagharishvili, the foreign minister of Georgia
and a participant of the sitting, the December 2-3 sitting of the OSCE
Council of Ministers in Oslo (Norway) condemned the May fighting in
the Gali district of Abkhazia and resultant "mass murders and
deportation of the Georgian population". The OSCE is ready to assist
the UN in settling the conflict in Abkhazia and ordered the acting
OSCE chairman to examine possibilities to open the OSCE mission in the
Gali district. The OSCE is going to support creation of joint
Georgian-Abkhaz administration of the district and monitor safe
repatriation of the refugees.
