FMP TO LEAD NGO WORKING GROUP
The Forced Migration Projects (FMP), working in conjunction with UNHCR,
will head a newly created nongovernmental organization (NGO) Working
Group on Institutional Framework. The working group, established under
the auspices of the Program of Action adopted at the 1996 CIS Conference
on migration-related issues, will strive to improve the operational
environment for NGOs in the former Soviet Union...
UNHCR AND IOM READYING FUNDING APPEALS
The United Nations High Commissioner for Refugees (UNHCR) and
International Organization for Migration (IOM) are expected to scale
back their 1998 funding appeals for CIS migration conference follow-up,
taking into account the tepid response by donor governments this year...
CRIMEAN REINTEGRATION PROGRAM MOVES AHEAD
Since its inception in June, a program to promote the reintegration of
formerly deported peoples in Ukraine's Crimean Peninsula has made 59
grants worth upwards of $350,000. The first projects - the publication
of four school textbooks in the Crimean Tatar language - are nearing
completion...

ETHNIC KAZAKHS RETURN FROM MONGOLIA
More than 62,000 ethnic Kazakhs have returned from Mongolia to their
traditional homeland in the 1990s, according to a study prepared for the
Open Society Institute. The repatriation has created a dilemma for the
Kazakh government, which has encouraged the return of the ethnic Kazakh
diaspora, but is lacking the resources to properly accommodate
newcomers...
FMP APPEALS TO PRESIDENTIAL AIDE FOR DAYTON IMPLEMENTATION
The Forced Migration Projects (FMP) have urged a US presidential aide to
exert pressure on the Federation government in Bosnia and Herzegovina to
implement a property rights mechanism that facilitates voluntary
repatriation, as outlined in Annex 7 of the Dayton Peace Accords...
REFUGEE FORUM DISCUSSES POSSIBLE AFRICAN REFUGEE CONFERENCE
A special meeting of the Refugee Forum, jointly sponsored by the Forced
Migration Projects (FMP), International Rescue Committee, Human Rights
Watch and the New School for Social Research, discussed the feasibility
and utility of convening a regional inter-governmental conference on
