Dear Fellow MINELRES subscribers,

My name is Matthew Reisman; I am a student at Duke University who is
researching the status of Serbs in Croatia, with particular attention
to the progress of the refugee return process and the upholding of the
civil, political, and human rights of the Croatian Serbs.
 
>From my own experiences working in the Krajina and the document-based
research I have since conducted, it has become clear to me that the
Croatian government is failing to uphold the civil, political, and
human rights of Croatian Serbs, and is deliberately obstructing the
return process (at least to the degree it can without provoking too
great a response from the international community). I have also
concluded that the measures the international community has taken to
protect the rights of Croatian Serbs thus far have been ineffective -
including the monitoring efforts of the OSCE. Thus, I would greatly
appreciate your feedback on the following question:
 
What means should the international community employ to ensure that
Croatia upholds and protects the rights of Croatian Serbs, and follows
through on its stated commitment to facilitate the return of Serb
refugees to Croatia?
