Council of Europe welcomes abolition of language requirements in
Estonia

Strasbourg, 26.11.2001 - The Secretary General of the Council of
Europe Walter Schwimmer has welcomed the abolition by the Estonian
Parliament on 21 November of the Estonian language  proficiency
requirements imposed upon citizens who wish to stand for local and
parliamentary elections.

This is an important step in terms of the implementation of the human
rights standards of the Council of Europe, including the Framework
Convention for the Protection of National Minorities, said Mr
Schwimmer.
