Liquidation of the DUPLICATE-Belarus League for Human Rights on Law.

Dear Mrs.,
On 3 October 1999 Supreme Court of the Republic of Belarus in public
hearings adopted resolution to stop activities (to liquidate) Belarus
League for Human Rights.
I have to inform you that there was liquidated not real League but
DUPLICATE-ORGANIZATION. Please, note your attention on this point!!!
Original (real) Belarus League for Human Rights was created and
registered as a NGO, non-profit, non-party organization in 1992. On
April 29, 1999 this NGO was re-registered by Ministry of Justice of
Belarus and now we have title Belarus Republican League for Human
Rights. This is same organization.
But in September 1997 there was registered duplicate-League using
personal relations with concrete officer of Ministry of Justice of
Belarus who submitted documents for registration of organization with
same title. Now we have full information about it. That officer of MoJ
who helped and promoted registration of duplicate-League was former
officer of KGB (Mr. Kushkovoy, sub-colonel of KGB, pensioner, about 55
years old) who worked in MoJ on term contract. He promoted documents
and League-duplicate was registered. Several founders of this
duplicate were used as "dead souls" (they even did not know and do not
know now) that they were founders of this "League". Several years ago
(before their human rights activities) some other founders of this
duplicate-NGO (for example Mr. Mekeko and Mrs. Pertzeva) were charged
by procurators and courts for typical criminal activities. Chairman of
this duplicate (Mr. Mekeko) used pseudo-stamp and pseudo-logo because
original stamp and original logo we had in our real League.
Next day after registration on 25-th September, 1997 - members of
duplicate - League took-over flat of the Chairman of real League where
office of real League was located. They stole all equipment,
furniture, money of original League. Using this flat and telephone
number they begun commercial business (for example, trade by "ready"
commercial firms, taking honoraria from ordinary visitors for legal
advice service (from 5-7 USD up to 125 USD) for promises to free
relatives from custody, even for to stop death penalty, etc.). Now we
have great list of these visitors who appeal to us (to real League!)
to return money and documents because no results. For example, Mrs.
Medvedeva (about 60 years old) informed us that they took from her 50
USD (in cash) for legal protection of her husband in criminal trial.
She was very angry because "activist" of this duplicate League could
not even speak in that trial by correct juridical terms. He has not
even university' education (only ordinary school). This is illegal
activity absolutely because nobody of them has certificate of
attorney.
Now these provocateurs have used these ordinary people as a massive
crowd for public political effects continuing to promise them to solve
their human rights problems.
During re-registration Ministry of Justice and Supreme Court research
all documents and all these facts and liquidated this organization on
Law. There are many questions to procurator structures.
State structures continue to investigate several facts of commercial
activities of these "HR-defenders" from duplicate Belarus League for
Human Rights.
!!! And last point. We informed about this pseudo-NGO lots of foreign
structures, Embassies in Minsk, monitoring group of OSCE in Minsk and
its Chief - Mr. Veek in personal meetings and by e-mail letters
regularly.
But we are very surprised and a little shocked because received
absolute correct information that this duplicate-League received
regular support from offices of OSCE in Warsaw and Prague. We are not
naive people and what can be our conclusions?
Real League continues to act.
