AC FCNM visits Cyprus
The Advisory Committee on the Framework Convention for the Protection
of National Minorities visits Cyprus
STRASBOURG, 08.11.2000 - A delegation of the Advisory Committee on the
COUNCIL OF EUROPE's Framework Convention for the Protection of
National Minorities is visiting Cyprus this week (6 - 9 November 2000)
in the context of the monitoring of the implementation of this
convention. This is the eighth country-visit conducted by the Advisory
Committee since its establishment in 1998. The Committee is composed
of 18 independent experts elected by the Committee of Ministers of the
Council of Europe. Cyprus submitted its first state report under the
Framework Convention in February 1999 and the delegation of the
Advisory Committee is visiting Cyprus in order to seek further
information. The delegation meets representatives of the Government
and other relevant sources, including members of Parliament,
representatives of religious communities and non-governmental
organizations as well as representatives of organizations of the
United Nations. On the basis of this and other information, the
Advisory Committee will subsequently adopt an opinion on how Cyprus
has implemented the various articles of this new human rights
convention of the Council of Europe.
The delegation visiting Cyprus includes the following members of the
Advisory Committee: Tonio ELLUL (Malta), Ferenc HAJOS (Slovenia) and
Dimitar GELEV ("the Former Yugoslav Republic of Macedonia"). In
addition to the report by Cyprus, the Advisory Committee has received
state reports for analysis and opinion from the following countries:
Croatia, Czech Republic, Denmark, Estonia, Finland, Germany, Hungary,
Italy, Liechtenstein, Malta, Moldova, Romania, Russian Federation, San
Marino, Slovakia, Ukraine and the United Kingdom. State reports are
made public and they are available on the following Web site

The Advisory Committee adopted on 22 September 2000 its first-ever
country-specific opinions on the implementation of this convention in
State Parties. These opinions relate to the following four countries:
Denmark, Finland, Hungary and Slovakia. The opinions are submitted to
the Committee of Ministers, which is to adopt conclusions and
recommendations in respect of these States. The opinions of the
Advisory Committee shall be made public at the same time as the
conclusions and recommendations of the Committee of Ministers, unless
in a specific case the Committee of Ministers decides otherwise.
