For the Czech one you can try also at:

but is 1993 version. As far I know the modifications (1994 and 1996) are not
yet there. 

Moreover, Czech authorities announced one week ago that the law will be
changed again (but via governmental decree!). 
 
In Canada Paula Thompson ([email protected]) has Tolerance Foundation
reports mentioned by Boris (there four of them) and other materials such as
Helsinki Watch report, ERRC reports, etc.  

You have below a list which might be interesting for you (I sent it last
several days ago to an american law student).

1. The Council of Europe report title is: 

"Report of the experts of the Council of Europe on the citizenship laws of
the Czech republic and Slovakia and their implementation - and replies of
the Governments of the Czech Republic and Slovakia" Strasbourg, 2 April 1996

2. UNCHR reports are: 

2.1. "Statelessness in the Czech republic: the Czech citizenship law and its
application" document prepared by Jeffrey L. Blackman, August 1996.

and 

2.2 "The Czech and Slovak citizenship laws and the problem of statelessness"
document prepared by the Office of the United nations High Commissioner for
Refugees - Regional Bureau for Europe, Division of International Protection,
 February 1996.  

I do not know if these documents are available to the public.

3. Venice Commission (which is a Council of Europe body officially called
European Commission for Democracy through Law)

4. The UN international law commission (particularly the work of the Special
Rapporteur, Mr. Vaclav Mikulka) 

4.1 "Report on state succession and its impact on the nationality of natural
and legal persons" A/CN.4/474 from 17 April 1996

Note: 3 and 4 are very useful provided that you are interested in more
general international law implications and in comparative law. For the
former one you can also see:

PS. The work of US Helsinki Commission was crucial for the amendment of the
Czech citizenship law. Erika Schlager (email [email protected]) knows
more than anyone else in US about the situation in Czech Republic. I'm sure
she would help you find the documents issued by her office... 

You may ask for CoE and UN documents directly to Strasbourg and Geneve, they
will send them (even email requests - you can find the addresses on internet
, in CoE and UN website).
