"GOOD PRACTICE PROJECTS POSSIBILITIES AND LIMITS"
Invitation to the International conference on programs and Projects
for Roma Communities in Europe. The Conference is jointly finical
supported by the Council of Europe (MG - S ROM), The Rom & Cinti
Union e.V., and the Roma National Congress.
Over 12 million Roma/Sinti currently live in Europe, the majority in
the countries of the former Eastern bloc. The ongoing break-up of
nations into ethnicity-based states leads irrevocably to the isolation
of Roma as outside the ethnic majority, and often deprives them of
their citizenship. Ex-Yugoslavia, ex-Czechoslovakia and the former
USSR are but a few examples of places where the status of Roma is
unstable. Despite constitutions assuring citizenship to all, these
states are created around a ethno-national character and the public
very predictably perceives belonging to these states as being tied to
ethnicity. Being foreign in their own land is a situation Roma
experience over and over again. Violence against Roma, marginalisation
in all sectors of society, inadequate and unequal education
opportunities, illiteracy, high child mortality rates, discrimination
and unemployment has became a part of the every days experience of
Roma in Europe.
Traditional policies directed at the Roma have mostly failed. Those
who have suffered most through this failure are the Roma themselves:
While the process of European unification is advancing, the
participation of Roma in this Process has been so far neglected.
Although the EU supports "Roma projects" with millions of EURO, almost
non of these aids reaches the affected persons. A process of
rethinking is required.
The Conference will be opended by the Vice President of the Hamburg
Senate.
The Rom & Cinti Union e.V. (Germany), Roma Gremium (umbrella
organisation of the Roma in the Czech Republic), Roma Rights Center
Slovakia (umbrella organisation of the Roma in Slovakia), "Drom"
Kumanovo (umbrella organisation Makedonia), Centrum Kulturi Romow
Polsce (umbrella organisation of the Roma in Poland), and Roma
National Congress (RNC) are jointly going to holt a conference on the
Subject Good Practice Programs and Projects for the Roma Communities
in Europe.
The Conference will be opended by the Vice President of the Hamburg
Senate.

Roma Organisations
Experts on the Soros Foundation's Roma Programs
Experts on international Law and compensation
Experts on Education
Experts on Roma Community organising
Experts on Program development and evaluation
A detailed list of speakers will be send to you together with the
schedule of the conference after your registration.
The objectives of the Conference are to discuss the effectivity of
existing "Roma projects", several Approaches and experiences will be
presented and evaluated especially in the context of Roma "Migration"
and the European enlargement Process. Instead of talking about Roma,
there will be talk with the Roma.
The Conference will be held in Hamburg (Germany) from November 19th
until November 21th 2001.
Unfortunately, we have no financial possibility to cover any costs of
travelling or accommodation. Please have your Hotel booked by
yourself, find attach e list of Hotels.
There will be no further expenses for the conference and catering.
Deadline for the registration is November 10th, 2001 find attached
registration form.
Because of the limited places we are sorry to announce that your
