1. INTRODUCTION
The Canadian Centre for Philosophy and Public Policy (CCPPP) at the
University of Ottawa is organizing a multi-year, inter-disciplinary research
project on "Citizenship, Identity and Democracy in the Multiethnic State",
under the direction of Prof. Will Kymlicka. As part of this project, the
CCPPP will distribute a quarterly newsletter updating recent developments in
the field, of which this is the ninth issue. We hope that it will be of
interest to anyone working in the field, whether in academia, public service
, or various non-governmental organizations.
If you know anyone who would like to be added to the mailing list for this
newsletter, or if you would like copies of the back-issues, please contact

To keep our listing manageable, and in line with the aims of our overall
research project, our focus is on those publications which have a strongly
theoretical and normative focus, rather than a purely descriptive or

- the most recent issue of the Journal on Minority and Group Rights (Vol.
4/2) is devoted to the issue of the education rights of national minorities.
It includes articles by Gyorgy Szepe, Patrick Thornberry and Dianna Gibbons,
Asbjorn Eide, John Packer, Guillaume Siemienski. The issue is edited by the
Foundation on Inter-Ethnic Relations (FIER), which supports the work of the
OSCE High Commissioner on National Minorities. FIER helped to formulate The
Hague Recommendations Regarding the Education Rights of National Minorities
(1996), which are reproduced and discussed in this issue. The Hague
Recommendations are also available separately from FIER (see newsletter #8),
or on the MINELRES web-site (see below).

5. NEW JOURNAL
A new journal entitled Citizenship Studies has been established, published
by Carfax Publishing, and edited by Bryan S. Turner. The first issue
appeared in February 1997. It will publish internationally recognized
scholarly work on contemporary issues in citizenship, human rights and
democratic processes from an interdisciplinary perspective covering the
fields of politics, sociology, history, philosophy and cultural studies.
Upcoming special issues include Islam and Women, International Relations,
Feminist Theory and Rights, and Cities and Citizenship. Authors from North

division of the American Political Science Association. The site contains

In issue #7, we mentioned the MINELRES-L (Electronic Resources on Minorities
), a discussion list devoted to minority issues in Central and Eastern
Europe moderated by Boris Tsilevich of the Center for Educational and Social
Research in Riga, Latvia. MINELRES has now developed a web- site which
contains an archive of messages on the discussion list, as well as extensive
information on minorities in Eastern and Central Europe, including relevant
international laws and conventions, NGOs, domestic laws, and status reports
on particular minorities.

We have mentioned various components of the mammoth international
"Metropolis" project in previous newsletters. Metropolis is an
"international forum for research and policy on migration and cities", and
links researchers and practitioners around the world. This new web-site
contains extensive information on the Canadian components of the project,
including the four new "centres of excellence" funded under the project in
Montreal, Toronto, Edmonton, and Vancouver. The web- site includes lists of
funded research projects, discussion papers, and upcoming events.

This is the website for INCORE, the "Initiative on Conflict Resolution and
Ethnicity", which is a joint initiative of the United Nations University and
the University of Ulster. INCORE engages in a wide range of activities to
support and coordinate research and training for those in the area of
conflict resolution and ethnic conflict. The website is intended to serve
not only academic researchers, but also policy-makers and practitioners in
mediation. The site includes various projects and resources, including a
twice-annual Bulletin of the Ethnic Studies Network, an internet guide, and
reports from INCORE activities, including the First International Workshop
on the Future of Internet Services on Conflict and Ethnicity (FISCE).

The Carnegie Endowment for International Peace conducts a "International
Migration Policy Program", which is a source of expert analysis and policy
ideas on migration and refugee policy debates. This web-site also includes

This is the "Language Futures Europe" website, created by Paul Treanor. The
site collects a wide range of links relating to the language futures of
Europe, including language policy at both the national and EU level,
multilingualism, the dominance of English, and research sites.
7. RELATED RESEARCH PROGRAMS

- In newsletter #7, we mentioned that the Council for Cultural Cooperation
(CDCC) of the Council of Europe has just concluded a four-year project on
"Democracy, Human Rights, Minorities: Educational and Cultural Aspects",
resulting in an eight-page Declaration which "clarifies the basic concepts
of intercultural democracy based on the recognition of the rights and duties
of cultural communities interacting with each other". This project has now
been merged into a new project on "Education for Democratic Citizenship",
which aims to propose ways to promote education in intercultural democracy.
The first event in this project will be a seminar on the "Basic Concepts and
core competencies of democratic citizenship", in Strasbourg on December 11-
12, 1997. The keynote speaker will be Alain Touraine. For more information,
