3. Why Is the State Minister So Happy?
 
Georgian-Abkhaz talks under the UN aegis and the mandate of the Geneva
Co-ordination Council have just finished in Athens. The ambassadors of
the Friends of Georgia countries took part as observers. Strange as it
is, Sukhumi did not protested against participation of representatives
of the Tbilisi-based Supreme Council of Abkhazia. The envoy of the
Russian foreign ministry complained that this time Russia was not the
main mediator. The talks were doomed to fail: the Abkhazian party does
not want to discuss Abkhazia's legal status, the problem of refugees'
repatriation does not seem to have a solution (these are the two
priorities for the Georgian party). In its turn, the Georgian party
flatly refuses to endorse any document which would grant Abkhazia the
status of an independent party. No documents were signed at the talks.
Still the State Minister of Georgia, the head of the Georgian
delegation, got back to Tbilisi in a good mood though.
