IWPR's Caucasus Reporting Service No. 2
WELCOME TO IWPR'S CAUCASUS REPORTING SERVICE, No.2, OCTOBER 15, 1999
TOTAL WAR OR A BATTLE FOR HEARTS AND MINDS. The Kremlin faces a choice
in Chechnya: establish a cordon sanitaire or embark on an all-out
blitz on Grozny. Andrei Babitsky in Northern Chechnya reviews the
options.
RUSSIA SWEEPS ASIDE PEACE OFFERS IN RACE FOR A 'GLORIOUS' VICTORY.
Chechen leader Maskhadov's offer of talks has been rebuffed. Moscow is
aiming to settle the "Chechen problem" once and for all. By Rasim
Musabekov in Baku.
CHECHEN AUTHORITIES COME ON SIDE TO FREE GEORGIA'S HOSTAGES OF
FORTUNE. The chaos in Chechnya is spreading over the border into
Georgia as armed gangs turn to kidnap to raise foreign money for
weapons. By David Paichadze in Tbilisi.
BAKU'S FIRM PRO-RUSSIAN LINE CLAIMS A VICTIM. The abrupt departure of
the Azeri president's trusted aide has fueled further speculations
about negotiations over Nagorno-Karabakh and other policies of concern
to Moscow. Shahin Rzaev in Baku asks whether the advisor jumped or was
pushed.

encouraging better local and international understanding of a
conflicted yet emerging region.
