Welcome to "Tribunal Update," a free e-mail service from the Institute
for Journalism in Transition, in London. "Tribunal Update" provides a
summary of the past week's important events in and around the
courtrooms of the International Criminal Tribunal for the Former
Yugoslavia (ICTY). Written by Mirko Klarin, one of the leading
journalists covering events in The Hague, "Tribunal Update" is a
component of IJT London's Tribunal Monitoring Project.

Forthcoming FRY Media Monitoring Bulletin from the Institute for
Journalism in Transition in London.
 
The Institute of Journalism in Transition in London is opening a new
office in Belgrade which will produce a new bi-weekly, bi-lingual
media-monitoring bulletin. This report will be compiled from reports
sent in by a team of up to 12 trained analysts posted throughout the
Federal Republic of Yugoslavia (FRY), The bulletin will present an
independent analysis of media coverage of political developments, and
also include occasional articles and viewpoints on the media
commissioned from journalists within the local media. The bulletins
will be published locally and sent out internationally via e-mail.
IJT's media monitoring project is being operated in collaboration with
our Belgrade-based colleagues Argument and The Media Centar (sic), and
is supported by the European Commission.
 
A short introductory report on the project and its aims will be
published soon. The first full bulletin will appear a few weeks later.
 
Those "Tribunal Update" readers who have not yet contacted London but
are interested in receiving this second free bulletin, should send an
e-mail to IJT Director of Programmes, Alan Davis <[email protected]>. A
final report on IJT's Albanian Media Monitoring Project is also in
preparation.

Sarajevo, October 1, 1998
 
ELECTIONS � SOME NEW THINGS, MORE OLD THINGS REPEATED

Chief of the OSCE Mission to BH, Ambassador Robert Barry, announced on
25 September at the press conference in Sarajevo the results of the
General and partial Local Elections in Bosnia and Herzegovina. The
results of the 12 and 13 September elections, where nearly 71 percent
of voters took part, can not be officially announced until the 72
hours complaint period is over. Significant changes happened in the BH
Presidency where out of the three members of the previous Presidency
only the Bosniak leader, President of the Party of Democratic Action
(SDA) Alija Izetbegovic, who won the biggest number of votes (more
than 511,000), remained in position. The Serb member of the Presidency
Momcilo Krajisnik, ultranationalistic official of the Serb Democratic
Party (SDS) of the war criminal Radovan Karadzic was replaced by the
President of the Socialist Party of the Republic of Srpska (SPRS)
Zivko Radisic (Radisic won more than 360,000 votes, while Krajisnik
won over 315,000 votes). Kresimir Zubak also lost his seat in the
state Presidency. Zubak had left the Croatian Democratic Union of BH
(HDZ), party actually led by the President of Croatia and HDZ Franjo
Tudjman. Ante Jelavic, President of the BH HDZ won more than 180,000
votes and entered the Presidency.

SFOR ARRESTED "THE MONSTER"

The SFOR members arrested on 27 September Stevan Todorovic, called the
Monster, accused for war crimes by the International War Crimes
Tribunal in the Hague.

SUBSEQUENT INVESTIGATION

The UNMIBH in Sarajevo stated on 23 September that the experts of the
International War Crimes Tribunal in the Hague confiscated evidence at
the premises of the Croatian Council of Defense (HVO) in the territory
of the BH Federation � in Mostar and in Siroki Brijeg (central and
western Herzegovina), and in Vitez (central Bosnia).

GRAVES IN BRISEVO

Expert team made up of Croatian experts started exhumating the mass
and individual graves at the locality of Brisevo in western Bosnia, in
the territory between Sanski Most and Ljubije in the Republic of
Srpska. ............................


SENTENCED BECAUSE OF CAR BOMB

The Cantonal Court in Zenica (BH Federation - central Bosnia)
sentenced Ahmed Zair Handala to 10 years of imprisonment, Ali Ahmed
Ali Hamad Alia to 8 years of imprisonment and Nebil Ali Ali Hila Abu
Yemen to 6 years of imprisonment, for planting a car bomb on 18
September last year in Mostar (BH Federation � central Herzegovina) in
the part of the city dominated by Croats.

TERROR IN CENTRAL BOSNIA

Oslobodjenje reported on the murder of the Croat Mario Prusac on 19
September who was shot from automatic weapon in a disco-club in
Kaonik, municipality of Busovaca (BH Federation � central Bosnia).

FINALLY CHARGES

ONASA reported on 3 September in Mostar that the Ministry of Internal
Affairs of Herzegovina-Neretva Canton (BH Federation � south of
country) in co-operation with the Stolac police had filed criminal
charges against five persons for having planted explosive devices in
the area of the municipality of Stolac, for violent behaviour and for
inflicting serious bodily injuries.

USURPATION IN MODRICA

A monitor of the Helsinki Committee for Human Rights in BH informed of
the resolution of the Assembly of the municipality of Modrica
(Republic of Srpska � northern Bosnia) concerning the expropriation of
unused building site, on the basis of which the building sites are
being allotted to those Serbs who settled there during and after the
war.

EVERYONE TO ONE�S OWN

The Norwegian Centre for Reconstruction and Repair reconstructed 20
houses for the return of Serbs in Lusci Palanka near Sanski Most (BH
Federation � western Bosnia).

BOSNIAKS NEAR SEA

Sarajevo media reported on the return of 26 Bosniak families to the
abandoned village of Rebrane near Neum (BH federation � southern
Herzegovina), the only BH town on the sea coast.

IN OWN HOUSES

Oslobodjenje reports that on 1 September, about 150 Bosniaks, after
five years in exile, returned to the village of Recica in the
municipality of Capljina (bh Federation � southern Herzegovina), while
about 250 people visited their destroyed and damaged houses.

LONELY RETURNEE

AIM agency reported on 19 September that one Bosniak returned to
Jezero (Republic of Srpska � central Bosnia).

CHILDREN�S VILLAGE

In Mojmilo, settlement in the area of Sarajevo, the first Children�s
Village was opened on 20 September. ............................


HUMAN RIGHTS HOUSE

Human Rights House which should stimulate cooperation, coordination
and contacts among the local non-governmental organisations which deal
with issues of human rights was inaugurated on 18 September in
Sarajevo.

PUNISHMENTS FOR RS POLICEMEN

On 14 September, the Commisioner of the IPTF Richard Monk, in
consultations with the Special Representative of the Secretary General
of the UN Elisabeth Rehn, disqualified the Chief of Special Police of
the Republic of Srpska Ljubisa Savic aka Mauzer, stated in Sarajevo
the UN spokesperson Kelly Moore. ............................
