Budapest / HUNGARY (RPC Budapest for RNN) September the 21st, 1999
Closing Time for Roma Program in Hungarian Television
Only Staff Member Dismissed

September 21, 1999 - Jnos Darczi, the only staff member in payroll
of the weekly Gypsy Magazine of the Public service Hungarian
Television (MTV) was dismissed yesterday together with 530 other
employees of the state television. Beside Darczi, only one
administrator was sent off from the MTV's branch of programs for
minorities and Hungarians living outside the border. Several Romani
organizations are protesting against the decision. In the recent wave
of mass reduction of the number of employees in the Hungarian
Television, Jnos Darczi, the editor of the Gypsy Magazine was
dismissed from his job. Since Darczi was the only full-time employee
of the magazine, the decision endangers the continuous broadcasting of
the program. Darczi does not understand the cause of his dismissal.
As he said, his direct bosses have been satisfied with his work so
far.

The Hungarian state has undertaken an obligation in the media law and
in international agreements to provide continuous broadcasting
opportunity for its national and ethnic minorities in the Public
service media. Therefore, the dismissal of Darczi is not merely an
internal affair of the MTV.

Endre Babus, the head of Publicity Club, a renowned media monitoring
organization did not wish to comment on the decision. However, he said
that it would be scandalous if the only Romani program of the Public
service TV was stopped because of Darczi's dismissal.

Romani leaders are critical of the decision. Aladr Horvh, the head
of the Foundation for Romani Civil Rights called attention to the fact
that six months ago the airing time of the Gypsy Magazine was changed
and the program was put into one of the least frequently watched
program zones. Darczi's dismissal is the final step in the process in
which the Roma's right to access to Public service media is being
terminated, said Horvth.

President of the National Gypsy Self-Government Flrin Farkas said
that the MTV's decision was likely to increase intolerance, because
the state television now liquidated the Romani minority's only means
of Public communication. "This was the first and most drastic step
back since my meeting with Prime Minister Viktor Orbn. The dismissal
offends international laws as well as the Hungarian television's
concept of the minority media. It is altogether unacceptable for me,
and if necessary, I will protest at the Prime Minister. I trust that
Darczi will be taken back", said Farkas.

Kumanovo / MACEDONIA (RNN Correspondent) September the 30th, 1999

Roma Community Center DROM from Kumanovo on 28 of September at 2 p.m.
has delivered a humanitarian aid (food, clothes, hygienic staff's
etc.). In the same time UNHCR (Kosovo) was informed about this giving
hand to the Roma from Kosovo. To this step actively participated and
Mr. Paul Polanski (American citizen) who with his open heart took one
part of the humanitarian aid of DROM to forward to the Roma in
Plementina (Kosovo).

While DROM delivered the humanitarian aid in Blace, the Macedonian
government discussing and after gave a green light for the Roma who
were in Blace for their entry in Macedonia.

After the official approval of the Macedonian government on 28 of
September the Roma (refugee) who were in Blace in the last 7 days the
Roma were transferred in Stenkovec 2 (refugee camp). The transfer of
the Roma started at 9 p.m. until 1 o'clock early at morning and was
organized of the Macedonian Ministry for Social affairs. And about
this action of the Macedonian government, DROM had their
representatives to observe the situation from the border to the camp.

At 29 of September DROM again is going to visit the Roma in Stenkovec
2 who now have the status of refugee in Macedonia. During the visit of
the Roma in Stenkovec 2, DROM had feelings to see of full heart,
happiness but on the other hand sadness in the faces of the refugee.
Happy because they are in Macedonia and sad because they are far of
their home and families.

In Stenkovec 2 there are 2 900 Roma refugee from Kosovo, the living
conditions are very bad, winter is coming, officially there is no
proposal for their future. But all of the needs of the refugee are
still the same.

To all of the activities of RCC DROM-Kumanovo about the Roma in the
last few days participated: CARITAS-Essen, Mr. Paul Polanski, OSCE
mission in Skopje, Macedonia, RC of Skopje, the mayor of Shuto Orizari
and other donators of the world.
