HUMAN RIGHTS SEMINAR
An international seminar on "Development of the Ombudsman's
Institution in the North Caucasus" has ended in Makhachkala with a
series of reports devoted to development of regional and federal
ombudsmen and to the work of the Human Rights Commissioner of the
Council of Europe. The seminar was organized by the Human Rights
Directorate of the Council of Europe, St. Petersburg's "Politology
center ("Strategy"), and by the ombudsman of the Russian Federation.
Experts from Strasbourg and Prishtina and representatives of the
Dagestan Administration participated, as well as public figures,
scientists and reporters.

GEORGIA
NO WESTERN TROOPS IN ABKHAZIA
The head of the UN mission in Georgia, Dieter Boden, yesterday finally
dotted the "i's" in the continued discussion regarding possible use of
international peace-keepers against break-away Abkhazia under Art.7 of
the UN Charter, which allows the use of force to "impose peace".
Boden called the Georgian initiative childish and approved the
decision of the Russian parliamentary upper chamber to extend the
mandate of the Russian peacekeepers in Abkhazia. Thus the UN
official, echoing the NATO Secretary, hinted that Georgia cannot
expect any western military aid in the conflict's solution - at least
not in the immediate future.

REFUGEES GET LAND - AND TB
The republic's administration has adopted a resolution to distribute
land to those refugees who choose to settle in the republic. They
will be sent to Yujny village, Sunjenski district, where 20 Ingush
families who have already fled Chechnya are now living in railway
carriages without electricity, gas, or running water.
According to the Sunjenski District Health Department, over 2000 TB
cases have been registered there - including about 500 among children.

TROOP WITHDRAWAL BY THE END OF THE YEAR?
Southern Federal District Presidential Representative Victor Kazantsev
said yesterday that federal troop withdrawal may begin by the end of
this year, with power being handed over to local administrative
structures.
According to Kazantsev, administrative implementation of reform in
Chechnya will begin next month, for which he promised the Security
Council will soon receive concrete proposals
ABKHAZIA
7 YEARS OF PEACE
Abkhazian Republic is today celebrating the 7th anniversary of the end
of its armed conflict with Georgia. The peace settlement process has
been implemented since then under the auspices of the peacekeeping
force of the Council of Independent States.
Still many war triggered problems remain unsolved. There are no legal
guarantees for the return of refugees. Only Abkhazia's unilateral
guarantee and good will has allowed the return of 60,000 refugees to
Galsky district.
The process of restoration of the shattered economy - over 11 billion
dollars lost, according to estimates - has been slowed by the economic
sanctions imposed against Abkhazia.
Even so, the republic has achieved its economic priorities plan,
raising the budget's income this year by 60%, thanks mainly to
agriculture and the increase in tourist business - more than 20,000
Russian holiday-makers visited the republic this year. And for the
first time in 7 years, the republic's exports have exceeded imports by
10%.
Abkhasia's citizens are convinced that the final solution of the
Georgian-Abkhaz conflict will be reached within the bounds of peace
and the good will of all parties, taking into account present-day
realities.
