Mr de Varennes is, I believe, in possession of a document providing an
overview of participation of minorities in decision-making processes
which was prepared under the Joint Programme between the European
Commission and the Council of Europe entitled "Minorities in Central
European Countries". This document is available to all interested.

In addition I can inform you that a questionnaire has been sent out to
all member States on this matter and that the results will be collated
and discussed within the the Committee of Experts on Issues Relating
to the Protection of National Minorities (DH-MIN). This is an
intergovernmental body, which is unfortunately not open to the public.
However, I hope that the results of this survey will be made public
(in the course of 1999).
 
For my part I would be interested in the results of the research by mr
De Varennes.
